Job Description / Responsibility
Job Context: The Sexual Violence Program Supervisor is responsible for comprehensive development, implementation, management, monitoring and evaluation of Sexual Violence (SV) strategies and care for survivors of Sexual Violence in the MSF project according to MSF values, standards and procedures and the MSF guidelines creating access to and providing care for survivors of sexual violence.
Accountabilities:
- Being responsible for assessing the community perception of sexual violence, the perceived needs of survivors of sexual violence and reasons survivors do not seek health care.
- In collaboration with the international staff responsible for SV program, develop, monitor and evaluate strategies for MSF’s SV approach in the project based on MSF’s overall strategy and procedures for SV.
- Being responsible for training, support and follow up of the outreach team for SV awareness raising and community engagement to develop and improve awareness raising activities and community dialogue, discussion and messaging, materials and methods regarding the medical and psychological consequences of SV, availability of medical and psychosocial care and the importance of timely access after sexual violence.
- Being responsible for identifying and engaging with the key target groups of trusted, respected community members and support services for outreach activities together with the outreach team.
- Being responsible for the set-up of care pathway and facilities for SV activities in line with MSF SV guidelines and MSF standards and procedures.
- Being responsible for the application of the 5 steps of implementation with the main objective to create timely access to quality and comprehensive medical and psychosocial care to survivors of sexual violence and intimate partner violence (IPV).
- Ensure information on the available support services for survivors of SV is gathered, a referral pathway is in place and that referrals are monitored and evaluated.
- Participate in SV sub-cluster meetings and maintain contacts and communicate and coordinate with the different formal and informal support services.
- Ensure relevant data is captured using the SV data tool, stored, with ensured confidentiality, and analyzed.
- Identify training needs, organize and coordinate training, coaching and supervision about SV for MSF health care providers and other MSF staff members, including community outreach teams and other staff, based on the findings of learning needs assessments, knowledge, attitude and practices questionnaires and observation.
- Ensure SV medical care is provided to the survivors without delay in accordance with MSF protocols.
- Respect all MSF principles in the process of provision of SV Care.
- Supervising all administrative procedures of concerning SV programs, & make sure all consultations and documentation are appropriately done according to the MSF Protocols and give respectful feedback as necessary to those involve in provision of care.
- Assure proper encoding of required Data weekly and don’t hesitate to share any concerns if necessary.
- Guaranteeing a regular and ongoing supply of medications, equipment or other supplies required for SV activities (including monitoring/consumption control/ordering of orders) in Both HMS & JMS.
- Attend Relevant meetings to understand the barriers survivors face to help strengthen the provision of SV service in the facility.
- In collaboration with other departmental Supervisors, organise relevant trainings to the staffs to enhance the quality of care and awareness of SV in the facility.
- Ensure that all information concerning the importance of treatments and follow ups are understood by the Survivors.
- Prepare the medical-legal certificate accurately and provide it, upon the survivor's request, in the language they prefer.
- Document appropriately all necessary information on the Survivors Medical file and medical certificate accurately.
- Ensure that all the Survivors files & certificates are properly stored and locked in their respective boxes.
- Guarantee confidentiality and privacy of all survivors as needed.
- Respect survivors' decisions regarding any services provided and provide counseling to help them better understand the possible consequences, as appropriate.
- Evaluate the understanding of the survivor concerning the treatment and management provided: purpose, side effects and instruction on correct intake of medications.
- Ensure the quality and continuity of care by linking to other departments or partners e.g. social workers, GBV partners.
- Collaborate Closely with other departments to understand their challenges in terms of SV referral and act accordingly.
- Ensure all biomed equipment and other materials for provision of care are in good condition if not redirect to the responsible person for repairs.
- Collaborate with the Social worker or Humanitarian Affairs Officer for SV Mapping and also case by case in order to follow up on all referred cases to other sectors.
- Remind SV Survivors on their appointments through any means agreed by the survivors during consultations.
- Provide MR to the SV Survivors based on request of allowed gestational age and refer to the SRH if in case of admission or further management needed or for external referral.
- Face to face Handover of SV cases to psychologist or Mental Health Department for Psychosocial support, Medical Doctors, Midwives or Social Worker for other support needed while still ensuring confidentiality.
- Schedule the patient’s follow up visit according to treatment/protocols.
- Provide SV Support to the MW in both MSF facilities as necessary during the provision of care.
- Ensure awareness of SV programs to all staffs especially during onboarding process or through Briefing if necessary.
- Ensure that all Infection, Prevention and Control policies are respected during the process of Provision of care and procedures.
Educational Requirements
- Diploma in Midwifery
- Diploma in Nursing
- Diploma in Midwifery/ Nursing/ Medical Assistant Training School (MATS) is essential.
Experience Requirements
- At least 1 year(s)
- The applicants should have experience in the following business area(s):
- NGO
Additional Requirements
- Registration as Midwife/ Nurse with Bangladesh Nursing and Midwifery Council (BNMC) or Registration as Medical Assistant with Bangladesh Medical Doctor Council (BMDC) is essential·
- Experience in NGO is essential.
- Experience working with survivors of gender-based violence or sexual violence or raising awareness and engaging communities about gender-based violence or sexual violence is desirable.
- Experience working in gender-based violence, protection or child protection is desirable.
- Experience providing community awareness, information, education and communication activities or health promotion is desirable.
- Experience coaching, mentoring, supervision, training and capacity building are desirable.
- Proficiency in English is essential.
- Rohingya dialect is desirable.
- Proficiency in MS Office (Word, Excel, PowerPoint, Outlook) is desirable.
