Position Title: Neighbor Access Manager
FLSA Status: Full-Time, Exempt
Immediate Supervisor: Director of Community Impact
Employees Supervised: Neighborhood Market Associate, Neighbor Resource Center Navigator, Neighbor Benefits Coordinator, Programs Quality Supervisor.
Position Summary: The Neighbor Access Manager provides strategic and operational leadership for Harry Chapin Food Bank’s Neighborhood Resource Center and Neighborhood Market. The Position is responsible for overseeing the daily operations, neighbor experience, programming, and community engagement efforts of Harry Chapin Food Bank’s Neighborhood Resource Center and Neighborhood Market. This position ensures the center operates as a welcoming, dignified, neighbor-centered environment that provides equitable access to nutritious food, supportive resources, and community connection.
The Neighbor Access Manager leads staff, develops community partnerships, oversees program quality and compliance, and implements initiatives that improve access to nutritious food, supportive resources, and community-based services. This position collaborates across departments to advance organizational goals while ensuring compliance with Feeding America, TEFAP, food safety, and organizational standards.
Program Management:
· Lead the planning, implementation, and continuous improvement of Neighbor Access Programs.
· Oversee the daily operations of the Neighborhood Resource Center and Neighborhood Market.
· Ensure the market environment is welcoming, organized, safe, clean, and neighbor-centered.
· Supervise market inventory flow, product presentation, stocking procedures, and food safety compliance.
· Ensure neighbors receive equitable and dignified access to food and support services.
· Oversee intake processes, eligibility, neighbor assistance, and resource navigation and referral support.
· Monitor operational performance and implement improvements that enhance the overall neighbor experience.
· Coordinate onsite programming including nutrition education, benefit navigation, wellness initiatives, and community outreach.
· Collaborate with operations teams to maintain adequate product availability and inventory accuracy.
· Ensure compliance with Feeding America, Temporary Food Assistance Program, food safety, and organizational standards.
· Resolve neighbor concerns with professionalism, empathy, and urgency.
· Maintain accurate program records, service data, and reporting requirements.
· Create systems and practices that foster accessibility, inclusion, and cultural responsiveness.
· Develop relationships with community organizations, healthcare partners, schools, faith-based groups, and local agencies to strengthen resource connectivity.
· Support community-based initiatives that increase food access and neighborhood engagement.
· Utilize neighbor feedback, performance metrics and service data to improve programs and customer service practices.
· Collect and communicate neighbor success stories to support organizational impact reporting and fundraising efforts.
· Lead the development and facilitation of the Neighbor Advisory Committee
Administration and Planning:
· Develop, collect, analyze, prepare, and maintain program data and performance metrics.
· Prepare reports that evaluate program effectiveness and identify opportunities for operational improvement.
· Maintain accurate records related to neighboring services, referrals, inventory, and program outcomes.
· Ensure compliance with Feeding America, TEFAP, SNAP outreach, food safety, and organizational standards.
· Identify and implement process improvements that enhance operational efficiency and service delivery.
· Hire, onboard, coach, develop, and evaluate Neighbor Access team members.
· Prioritize workflow and achieve deadlines fostering a culture of accountability, customer service, collaboration, and continuous improvement.
· Assist with annual budgeting, forecasting, and resource planning for Neighbor Access operations.
· Perform other duties and assignments as required.

Qualifications:
· Bachelor’s degree in social work, Human Services, Public Administration, Nonprofit Management, Business Administration, Community Development, Retail Management, or related field preferred.
· Minimum of five (5) years of progressively responsible leadership experience in nonprofit programs, community engagement, food assistance, retail operations, human services, or related field.
· Minimum of three (3) years of management experience leading teams, volunteers, or community-based operations.
Knowledge, Skills and Abilities:
· Strong communication, relationship-building, and conflict resolution skills.
· Ability to think strategically and develop and implement plans to achieve organizational goals.
· Experience managing multiple programs, projects, and operational priorities simultaneously.
· Strong organizational, analytical, process and problem-solving skills.
· Experience utilizing data, dashboards, and reporting tools to drive decision-making and improve outcomes.
· Proficiency with Microsoft Office Suite and program management software.
· Food Safety Management Certification or ability to obtain certification.
· Bilingual English/Spanish or English/Haitian Creole preferred.
· Valid Florida driver’s license.

Specific to Position: Bachelor’s degree in Nonprofit Management, Social Work, Public Administration, Business, Retail Management or related field preferred; comparable experience may be substituted.

- Bilingual ability in Spanish or Haitian Creole highly desirable.
- Ability to lift, carry, and/or pull up to 50 pounds.
- Flexibility to work evenings and weekends as needed.
- Sensitivity to diversity and the ability to work effectively with individuals from varying cultural and socioeconomic backgrounds is essential.
Working Conditions: This position is primarily based onsite at the Neighborhood Resource Center and Neighborhood Market and requires regular interaction with neighbors, volunteers, community partners, and staff in office, retail, warehouse, and community settings. Travel throughout Harry Chapin Food Bank’s five-county service area may be required. The position may require occasional evening, weekend, and holiday work to support community events, food distributions, training, meetings, and emergency response activities.
Harry Chapin Food Bank serves as a second responder during community emergencies and disasters. Employees may be required to assist with organizational emergency response efforts after ensuring their personal responsibilities have been addressed.
Pay: $55,000.00 – $64,000.00 per year
