Innovate! Inc. is seeking a highly experienced GIS Data Manager to lead the organization, governance, quality, and lifecycle management of complex geospatial data environments. This role will establish data standards, oversee enterprise geodatabases and spatial datasets, support data migration and integration, and ensure that GIS information is accurate, secure, well-documented, and usable throughout its lifecycle.

KEY RESPONSIBILITIES

  • Lead GIS data management activities across complex projects and technical environments.
  • Develop and maintain geospatial data standards, schemas, naming conventions, metadata requirements, and data dictionaries.
  • Establish and enforce GIS data governance, stewardship, ownership, access, retention, and lifecycle-management practices.
  • Oversee enterprise geodatabases and spatial data repositories.
  • Manage data migration, conversion, consolidation, normalization, and integration activities.
  • Coordinate data exchange between GIS platforms, relational databases, field applications, cloud environments, and other enterprise systems.
  • Develop and maintain data-quality assurance and quality-control procedures.
  • Validate spatial accuracy, attribute completeness, topology, coordinate systems, metadata, and data lineage.
  • Identify and resolve duplicate, incomplete, inconsistent, outdated, or poorly structured data.
  • Support secure handling of restricted, sensitive, or controlled geospatial information.
  • Define user roles, permissions, access controls, and data-sharing practices in coordination with technical and security teams.
  • Support data modeling and database design for new GIS applications and workflows.
  • Coordinate field-data collection requirements, validation rules, synchronization, and integration into authoritative datasets.
  • Manage data used by web GIS applications, dashboards, StoryMaps, mobile solutions, and analytical workflows.
  • Develop repeatable ETL and data-processing workflows to improve data consistency and operational efficiency.
  • Coordinate archival, backup, recovery, retention, transition, and disposition of GIS data.
  • Maintain documentation describing data sources, processing methods, dependencies, transformations, and authoritative status.
  • Support requirements-gathering sessions and data inventories with customer and technical stakeholders.
  • Work closely with GIS architects, developers, analysts, database administrators, and project managers.
  • Participate in technical reviews, data-quality assessments, system migrations, and application testing.
  • Support development of data-management plans, migration plans, transition plans, and technical procedures.
  • Provide guidance and mentoring to GIS analysts, data specialists, and technicians.
  • Support training and knowledge transfer related to data standards, governance, and data-management practices.


REQUIRED SKILLS & TECHNICAL EXPERTISE

  • Advanced knowledge of GIS data management, spatial databases, and geospatial data governance.
  • Strong experience with ArcGIS Enterprise, ArcGIS Online, ArcGIS Pro, and enterprise geodatabases.
  • Experience with SQL Server, PostgreSQL/PostGIS, or comparable relational database technologies.
  • Strong understanding of geodatabase design, schemas, domains, subtypes, relationships, versioning, and permissions.
  • Experience developing and enforcing GIS data standards, metadata, data dictionaries, and naming conventions.
  • Strong knowledge of GIS QA/QC methods, including topology, spatial accuracy, attribute validation, completeness, and consistency.
  • Experience with data migration, conversion, ETL, integration, and legacy-data modernization.
  • Familiarity with Python, SQL, geoprocessing, and workflow automation.
  • Experience integrating GIS data with web applications, APIs, document-management systems, field applications, and enterprise platforms.
  • Knowledge of coordinate systems, projections, transformations, georeferencing, and spatial-data integrity.
  • Experience managing large or complex spatial datasets across multiple users or organizations.
  • Understanding of role-based access, sensitive-data protection, data-sharing controls, and secure data-management practices.
  • Experience with Survey123, Field Maps, or similar mobile data-collection platforms.
  • Knowledge of cloud-based data storage and GIS data architectures preferred.
  • Ability to assess data quality, identify root causes of data issues, and develop practical remediation strategies.
  • Strong analytical, organizational, documentation, and problem-solving skills.
  • Ability to communicate data-management requirements clearly to technical and nontechnical stakeholders.
  • Experience supporting environmental, infrastructure, land-management, cultural-resource, public-sector, or similarly complex datasets preferred.


EDUCATION & EXPERIENCE

  • Bachelor’s degree in Geographic Information Systems, Geography, Geospatial Science, Data Management, Computer Science, Information Technology, Environmental Science, or a related field.
  • Master’s degree in GIS, Geography, Information Systems, Data Science, or a related technical discipline preferred.

  • Minimum of 10 years of progressively responsible GIS or geospatial data-management experience.
  • Minimum of 5 years of experience managing enterprise geospatial datasets or geodatabases.
  • Demonstrated experience with GIS data governance, standards, quality management, and lifecycle management.
  • Experience leading large-scale data migration, conversion, integration, or modernization efforts.
  • Experience working with enterprise geodatabases and relational database systems.
  • Experience supporting multiple applications, projects, or customer environments that rely on shared authoritative GIS data.
  • Experience developing data-management plans, metadata standards, data models, migration procedures, and QA/QC documentation.
  • Experience supporting public-sector, environmental, infrastructure, land-management, or similarly complex organizations preferred.
  • Demonstrated experience working with Tribal Nations, Indigenous communities, or other organizations where data ownership, governance, cultural protocols, or sensitive information materially influenced technical delivery strongly preferred.
  • GISP, Esri technical certifications, database certifications, cloud certifications, or comparable professional credentials preferred.
