POSITION SUMMARY:
The Finance Director is responsible for the overall financial management, fiscal integrity, and regulatory compliance of the Agency on Aging. This position provides strategic leadership and oversight of accounting, budgeting, financial reporting, grants management, audits, internal controls, and financial planning. The Finance Director ensures compliance with federal, state, and local funding requirements while supporting the agency’s mission to serve older adults, caregivers, and individuals with disabilities.
The Finance Director serves as a key member of the leadership team and advises the Executive Director and Board of Directors on financial matters, organizational sustainability, and long-term fiscal planning.
This is an exempt full-time position, with benefits. This position requires an in-office presence and cannot be performed remotely.
This position reports to the Executive Director (ED) to assist the ED in the responsibilities of administering the daily routine of the organization.
RESPONSIBILITIES:
Financial Leadership and Management
Direct and oversee all financial operations of the agency.
Develop and implement financial policies, procedures, and internal controls.
Provide strategic financial guidance to the Executive Director and Board of Directors.
Monitor organizational financial performance and recommend corrective actions when necessary.
Ensure the agency maintains sound fiscal practices and adequate cash flow.
Budget Development and Monitoring
Lead the annual budgeting process in collaboration with management staff.
Prepare operating, program, and grant budgets.
Monitor budget-to-actual performance and provide regular financial analyses.
Forecast revenues, expenditures, and long-term financial needs.
Accounting and Financial Reporting
Oversee general ledger, accounts payable, accounts receivable, payroll, and cash management functions.
Ensure timely and accurate monthly, quarterly, and annual financial statements.
Prepare financial reports for the Executive Director, Board of Directors, funding agencies, and other stakeholders.
Maintain accounting records in accordance with Generally Accepted Accounting Principles (GAAP).
Grants and Contract Management
Oversee financial management of federal, state, local, and private grants and contracts.
Ensure compliance with funding requirements, grant regulations, and reporting deadlines.
Monitor grant expenditures and reimbursement processes.
Collaborate with program managers to ensure appropriate allocation of costs and resources.
Audit and Compliance
Coordinate annual independent financial audits and Single Audits.
Ensure compliance with Uniform Guidance, federal and state grant requirements, and nonprofit regulations.
Manage preparation of required tax filings, including Form 990.
Serve as the primary contact for auditors, government agencies, and regulatory reviewers.
Risk Management and Internal Controls
Develop and maintain strong internal control systems.
Monitor financial risks and recommend mitigation strategies.
Ensure compliance with organizational policies and financial regulations.
Safeguard agency assets through effective financial oversight.
Supervision and Leadership
Supervise finance and accounting staff.
Promote professional development and continuous improvement within the finance department.
Foster a collaborative working relationship with program, administrative, and executive staff.
MINIMUM TRAINING AND EXPERIENCE:
Bachelor’s degree in accounting, finance, business administration, or related field required.
Master’s degree in business administration, public administration, finance, or related field preferred.
CPA designation preferred.
EXPERIENCE:
Minimum of five years of progressively responsible financial management experience, three years of supervisory experience.
Experience with nonprofit accounting and government-funded programs required.
Experience managing federal and state grants, including Older Americans Act funding, preferred.
Experience with Single Audits and grant compliance strongly preferred.
Knowledge, Skills, and Abilities
Thorough knowledge of nonprofit accounting principles and GAAP.
Knowledge of federal, state, and local grant regulations.
Strong budgeting, forecasting, and financial analysis skills.
Ability to interpret complex financial data and communicate findings effectively.
Demonstrated leadership and team management abilities.
Strong organizational, problem-solving, and decision-making skills.
Proficiency in accounting software, Microsoft Excel, and financial management systems.
Excellent written and verbal communication skills.
Physical Requirements:
Ability to work in a standard office environment.
Ability to sit, stand, and use a computer for extended periods.
Occasional travel to meetings, trainings, and agency locations may be required.
SPECIALIZED SKILLS AND KNOWLEDGE RQUIRED:
Must be proficient in Office 365
Strong organization skills.
