Contract duration: 20 months (12 months in Year 1; 8 months in Year 2), subject to funding and performance
Duty station: TWI project office, North Lebanon (Tripoli), with frequent field presence in Akkar, Bekaa, Saida and Beirut
Reports to: Project Coordinator
Works closely with: Admin & Finance Officer; trainers and mentors; Youth Advisory Group; local partners
1 Purpose of the Position
The Youth Engagement Officer leads outreach to, and support of, the 50 youth participants throughout the full project cycle – from recruitment and needs assessment, through training and mentorship, to seed grants, placements and the Youth Media Network. The Officer ensures meaningful, safe and inclusive youth participation and ownership, and is the guardian of the project’s inclusion targets (≥ 50% women; ≥ 60% from rural/peripheral areas).
2 Key Responsibilities
- Outreach, recruitment & inclusion
- Design and run outreach and selection campaigns in target regions to recruit 50 youth meeting the project’s inclusion criteria, in coordination with local partners.
- Mobilise participants for focus groups and surveys during the Youth Media Needs Assessment, and later on alumni.
- Youth participation & support
- Establish and coordinate the Youth Advisory Group, facilitating its role in curriculum co-design, feedback sessions and progressive handover of the Youth Media Network.
- Accompany participants across the staggered training cohorts: attendance follow-up, retention support, travel-stipend coordination (with the Admin & Finance Officer) and management of the youth safe space.
- Support youth in the practical dimensions of the programme: procurement for youth-led projects, portfolio development logistics, and preparation for internships, interviews and freelance assignments.
- Facilitate feedback and complaints mechanisms and act as first-line safeguarding focal point for participants, escalating concerns per TWI policy.
- Network & alumni engagement
- Coordinate the day-to-day life of the Youth Media Network platform and quarterly gatherings (online and offline), supporting the phased transition to youth-led moderation.
- Organise alumni and local network learning events and maintain structured communication channels connecting alumni to follow-up opportunities.
- Support communication and distribution of youth-produced content across local and international platforms, tracking reach and engagement.
- Monitoring & reporting
- Maintain accurate participant records disaggregated by sex, age, region, displacement status and disability, feeding the MEL system managed by the Project Coordinator.
- Contribute youth-level data, case studies and success stories to progress and donor reports.
4 Qualifications and Experience
- Bachelor’s degree in social work, communication, development, education or a related field.
- Minimum 2–3 years of experience in youth programming, community mobilisation or participant support with NGOs, ideally in North Lebanon, Bekaa or Saida.
- Demonstrated ability to work with vulnerable and marginalised youth, applying inclusion, safeguarding and do-no-harm principles.
- Experience facilitating workshops, advisory groups, or youth networks; familiarity with digital community platforms an asset.
- Fluent Arabic and good working English; strong interpersonal and conflict-resolution skills.
- Willingness to travel frequently within Lebanon and work occasional evenings/weekends around training and events.
