Qualifications

I. JOB SUMMARY Under the Supervision of the Wastewater Plant Supervisor, the Chief Operator will oversee all Plant operations to comply with T.C.E.Q. regulations and Discharge Permit limits. The individual will conduct repairs and adjustments to plant equipment and machines, schedule maintenance activities that need to be completed and direct operators to ensure tasks are completed. The individual will maintain a daily log of activities and operations executed and work in collaboration with laboratory staff to meet T.C.E.Q. requirements through Laboratory daily analysis testing and results. Ensures safety devices and alarm systems are in good condition and properly working. Individual will have direct contact with contracted Vendors for plant equipment repairs, chemicals, quotes. Individual has supervisory responsibilities and will be responsible for the Wastewater Plant Operator's work schedule, to include work schedules during any city events, emergencies, severe weather conditions, and holidays. Will assign operator’s daily duties with efficiency and safety as a priority for the proper function of the entire Wastewater Plant process. Responsibilities include training employees in the operations, procedures, and safety of the Wastewater Treatment Plant. Individual must be available 24/7 to perform Plant duties and/or assist "On Call" staff with all Plant operations, repairs, and all permit compliances. Individual will perform other duties, as assigned by the supervisor/department head. II. EDUCATION REQUIREMENTS ? High school diploma or G.E.D ? Oral and written communication skills in English to at least the 9th grade level (to include correct spelling). ? Class “B” or “A” certification from the Texas Commission on Environmental Quality in wastewater. ? Class "A" License from the Texas Commission on Environmental Quality within 6 months of employment as a Chief Wastewater Operator. ? Five (5) years’ experience working knowledge of wastewater treatment procedures and wastewater quality testing procedures. III. EMPLOYMENT REQUIRMENTS ? Applicant will be subject to a complete background investigation. Incomplete, inaccurate and/or failure to report information will cause the applicant rejection from consideration. ? Applicant must take a drug, physical, and pre-placement screenings administered by the City of Mission doctor at the City’s expense. ? Applicant must have a current valid class “C” driver license from the Department of Public Safety with no more than two (2) moving traffic violations within the past two (2) years. IV. SKILL AND ABILITY REQUIREMENTS ? Ability to report to work during regular scheduled hours and remain available during non-scheduled work hours. ? Ability to clean and reassemble wastewater plant pumps and motors. ? Ability to develop and maintain a good working relationship with the Supervisor and co-workers. ? Ability to follow instructions orally and in written form. Perform tasks with little or no supervision. ? Ability to skillfully use equipment and machines inside and outside the plant. ? Basic electrical knowledge. ? Ability to work outdoors and indoors as necessary. ? Ability to use eyes, hands and fingers to operate and adjust delicate equipment and hand valves and measuring equipment. ? Ability to maintain recordkeeping and logging in of data. ? Ability to use math skills to count, measure or keep inspection records. ? Ability to analyze water samples with lab equipment provided. ? Ability to work with hand tools, heavy equipment, and operate city vehicles. ? Ability to make decisions based on available data/criteria, laws and regulations, or city policy. ? Ability to perform a wide variety of different types of tasks delegated by the Plant Supervisor. V. ESSENTIAL JOB FUNCTIONS ? Operates and maintains the city’s wastewater system while working with treatment plant machines and equipment. ? Assists Supervisor in duties pertaining to the operation of the Wastewater Plant. ? Ensures equipment is in operating order, i.e., pumps, grit system, belt press, blowers, disinfection equipment, vacuum filters, facility manholes, Aerators, Clarifier, bar screens, and gates. ? Adjusts flows throughout all tanks for sludge withdrawal. ? Observes temperature gauges to determine lubrication of equipment. ? Reads charts flow meters and gauges to detect equipment malfunctions. ? Performs all job functions with special attention to safety and city policies and procedures related to the job position. ? Assists with staff timekeeping. ? Operates all heavy equipment at the Wastewater plant. VI. NON-ESSENTIAL JOB FUNCTIONS ? None

VII. EQUIPMENT/MATERIALS General office and safety equipment/materials to include but not limited to the following: ? Flow Meters, Chemical Feeders, Ammonia Meter, ? City vehicle, lab equipment, PH Meters, Incubators, ? Shovel, hand drill, grinders, saws, scags, weed trimmers, ? Self-contain breathing apparatus, safety glasses, work boots, gloves ? Ordinary mechanical and plumbing tools ? Computer, keyboard, printer, pens, pencils, 10-key calculator ? Copy machine, Fax machine, Telephone ? Cell phone, 2-way radio, flash light, safety cones VII. WORK ENVIRONMENT Exposure to the following environmental conditions are required for this job. The individual works about 20% indoors and 80% outdoors to maintain plant operations and grounds. The job has hazards associated with working around dangerous chemicals, i.e., hydrogen sulfite, carbon dioxide, etc. VIII. MANUAL DEXTERITY Both gross and fine finger dexterity is required to perform job functions. Gross hand manipulation is utilized to turn valves clock and counter clock wise to open and close access applying approximately 10 lbs. or more of pressure. Fine finger dexterity is utilized to hand write notes and connect electrical wires.
