AFFORDABLE HOUSING PROPERTY MANAGEMENT

Position Summary
The Supportive Housing Manager is responsible for the day-to-day affordable housing property management functions related to resident tenancy, occupancy, leasing, and compliance for assigned CLT properties. The position offers an opportunity for an experienced housing professional to take a lead role in the operation of assigned properties, and contribute to CLT’s continued growth. This position works closely with residents, applicants, Outreach, Case Management, Maintenance, Finance, Housing Authorities, and other external partners to ensure effective housing operations and compliance with applicable program requirements.
Duties & Responsibilities
- Show vacant units and work with Outreach, Case Management and applicants to complete housing applications, leasing paperwork, and required documentation.
- Conduct applicant and resident income, asset, household, and eligibility verifications in accordance with applicable housing program and property requirements.
- Manage and complete move-ins, transfers, interim certifications, and annual recertifications accurately and within required timeframes.
- Take ownership of issues that affect assigned properties, and ensure follow-through with residents and other CLT departments.
- Maintain accurate and complete resident files and housing records and ensure required documentation is filed and readily available for review.
- Ensure assigned properties and resident files comply with LIHTC, HUD, HOME, housing authority, HMIS, and other program requirements.
- Prepare for and participate in resident file audits, inspections, and responses to monitoring findings, and ensure identified deficiencies are corrected.
- Maintain accurate and timely information in Yardi, HMIS, and other applicable systems, including resident, occupancy, rent, and subsidy information.
- Respond to resident concerns, questions, and housing-related issues, coordinate with Case Management and other CLT departments as appropriate, and ensure timely follow-through and resolution.
- Prepare and follow through on notices related to rent delinquencies, lease violations, documentation, and other tenancy matters, including coordination with Finance and legal counsel as needed.
- Initiate and communicate work orders, unit inspections, repairs, and unit turnovers with Maintenance. Follow up on resident needs and communicate with residents and Maintenance as necessary (Maintenance retains responsibility for completion of repairs and unit turnovers.)
- Work collaboratively with Case Management and other CLT departments to address resident needs and support housing stability.
- Complete and submit required information for housing authority, lender, investor, funder, and regulatory reporting for assigned properties.
- Maintain accurate, current vacancy, occupancy, recertification, inspection, and compliance tracking, and use this information to prioritize required actions for assigned properties.
- Attend housing, department, resident, and agency meetings as required.
- Maintain confidentiality of resident and applicant information.
- Perform other duties as assigned, and recommend process improvements that strengthen housing operations and compliance.
Required Experience & Skills
The successful candidate will be an organized, take-charge professional who can manage a high-volume environment, exercise sound judgment, work effectively across departments, and ensure consistent follow-through.
- Minimum 3 years of experience in affordable housing, supportive housing, leasing, property management, housing compliance, or a related field, with direct responsibility for resident tenancy and property operations.
- Knowledge of LIHTC, HUD (HUD Handbook 4350), HOME, and/or other affordable housing programs/subsidy programs preferred.
- Strong organizational skills and attention to detail, with the ability to prioritize competing demands and deadlines, and ensure timely follow-through.
- Understand the relationship between occupancy, rent and subsidy collections, and property revenue; take timely action to address issues that may affect financial performance.
- Strong written and verbal communication skills.
- Ability to manage multiple priorities and meet deadlines.
- Ability to work independently, demonstrate a take-charge approach, and collaborate within a multidisciplinary team.
- Proficiency with Microsoft Office, particularly Excel and Word, and comfort with property management systems, reports, and routine financial documentation.
- Experience with Yardi and/or HMIS preferred, including the ability to review resident ledgers and other property-level financial information.
- Ability to work comfortably with individuals from diverse racial, ethnic, cultural, and socioeconomic backgrounds.
- Bilingual English/Spanish a plus.
- Valid driver’s license with ability to travel locally as needed.
- Bachelor’s degree preferred.
Compensation and Benefits:
- Salary $85,000-$95,000 negotiable based on experience
