Job Summary

This position is located in the Department of Human Services (DHS) within the Family Services Administration (FSA), Individuals Homeless Services Program and Permanent Housing Division. The Supervisory Homeless Coordinator position works in implementing, overseeing, and evaluating the Internal DHS Outreach Team (HOUSE Team) and the Coordinated Street Outreach Network (CSON). These teams are critical to the homeless services continuum, engaging unsheltered individuals and connecting them to shelter, diversion, and housing programs.

The incumbent advises the Program Manager and enhances coordination, oversight, and performance monitoring across outreach activities serving unsheltered individuals in the District.

The areas of service will be Office of Shelter Management to include Low Barrier and Hypothermia Shelters for Individuals and the Homeless Individuals team.

The Family Services Administration (FSA) helps individuals and families experiencing homelessness, people with low income, adults at‑risk for abuse or neglect, teenage parents, families experiencing challenging times and refugees to become stable and fully self-sufficient through an array of social services, assessments and case‑management and crisis‑intervention.

Duties And Responsibilities

The incumbent participates in the day‑to‑day management and oversight of homeless services programs; develops, monitors, and attains the HSP performance goals; participates in the development, implementation, and compliance monitoring of policies, procedures, and protocols; ensures that all homeless service programs operate in compliance with the Homeless Services Reform Act of 2005, the Americans with Disabilities Act, and all other relevant Federal and local laws, regulations, and rules;

serves as the lead coordinator to ensure outreach supports are accurately tracked and utilized to maximize resources, services, and funding; collaborates with leadership of Virginia Williams Family Resource Center (VWFRC), FSA, ESA, legal advocates, the Mayor’s office, etc. on issues around placement decisions; is responsible for ensuring that data on utilization, occupancy, intakes, and visits are tracked and analyzed to provide insight for ongoing process improvement;

makes policy recommendations and implements policy based on data; and ensures intake and eligibility procedures are clear and adhered to in order to appropriately and efficiently address issues faced by families who are literally homeless, at imminent risk of homelessness, and those precariously housed.

Qualifications And Education

  • Degree:
    Behavioral or Social Science; or related disciplines appropriate to the position.
  • OR Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
  • OR Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
  • Specialized experience: one (1) year of specialized experience in a line of work directly related to the position, equivalent to at least the next lower grade level in the normal line of progression.

Working Conditions And Environment

Work is performed primarily in homeless shelters, other homeless program facilities, the streets of the District, an office setting and other locations where emergencies occur.
