Role Overview

The Senior Director of Development manages the day-to-day operations of HELPDevCo’s affordable and supportive housing pipeline. This role is responsible for ensuring that individual projects move from initial concept through financial close and construction to successful occupancy. The Senior Director bridges the gap between executive strategy and project-level execution, managing a team of developers and technical consultants to achieve organizational growth targets.

Core Responsibilities

Pipeline Management & Execution (35%)

  • Translate 3–5 year strategic goals into actionable annual development plans and project schedules.
  • Lead the identification, negotiation, and acquisition of new properties, including land and adaptive reuse opportunities.
  • Oversee feasibility analyses, including preliminary site plans and zoning reviews, to ensure project viability.
  • Standardize development policies, proforma templates, and risk-management protocols across the department.

Financial Structuring & Closing (30%)

  • Architect the "capital stack" for each project, layering LIHTC, tax-exempt bonds, and public subsidies.
  • Approve and validate project proformas and financing structures before they are presented for final executive or board approval.
  • Manage relationships with tax credit investors, lenders, and housing finance agencies to secure optimal financing terms.
  • Maintain accountability for development budgets (up to $50M), ensuring projects remain in balance from pre-development through conversion.

Team Leadership & Operations (25%)

  • Direct and coach a cross-functional team of project managers, finance leads, and construction managers.
  • Ensure efficient processes for underwriting, due diligence, and project close-out.
  • Monitor major construction milestones and intervene to resolve complex deal obstacles or contractor disputes.
  • Coordinate the transition of completed projects to Property Management and Resident Services.

 

External Relations & Entitlements (10%)

  • Lead the strategy for securing land-use approvals and variances through public hearings and community outreach.
  • Represent the organization with government officials and housing agencies (e.g., HUD, State HFAs).
  • Stay current on policy changes, such as "Qualified Allocation Plan" (QAP) requirements, to ensure project competitiveness.

Qualifications & Attributes

  • Experience: 7–10 years of progressive experience in affordable housing development, specifically with LIHTC and complex layering of public/private debt.
  • Leadership: Proven ability to manage and scale development teams and foster accountability.
  • Technical Proficiency: Expert-level financial modeling, underwriting, and negotiation skills for major financing documents.
  • Education: Bachelor’s degree in Real Estate, Finance, Urban Planning, or related field; Master’s (MBA/MRE) preferred

Salary Range: Upto $200,000
