The Regional Housing Facilitator is responsible for creating and sustaining safe, affordable, permanent housing options with supportive services, as needed, for individuals experiencing mental illness or co-occurring disorders in Tennessee. This work will be accomplished primarily through the Creating Homes Initiative (CHI) and the efforts of the CHI Regional Housing Facilitators across the seven CHI regions in Tennessee. The position operates under the guidance and direction of the Director of Regional Housing Facilitators and the TDMHSAS Office of Housing and Homeless Services (OHHS).

Job Title:Regional Housing Facilitator

Reports To:Housing Director

Job Classification:Full-Time, Exempt

Monday – Friday 8:00 am to 4:00 pm

PositionPurpose:To meet the goals of the Creating Homes Initiative for Region III in accordance with grantee requirements defined by the Office of Housing Planning and Development of the Tennessee Department of Mental Health and Developmental Disabilities (TDMHDD).

Essential Duties and Responsibilities

I. Region III – includes 23 counties

Assist the State in creating and expanding permanent supportive housing and housing service options within the assigned CHI region.

Effectively match state dollars with funding from other state/local/federal/private entities to increase the number of safe, affordable, quality, permanent housing options for service recipients in Region III each fiscal year.

Leverage funding from state, local, federal, and private entities to maintain and increase the number of permanent supportive housing options for service recipients.

Develop a regional network of supporters.

Conduct educational and technical assistance outreach meetings with group home operators, community mental health organizations, and landlords, owners and developers of rental properties in thepromotionof HUD capital and subsidy housing opportunities.

Provide individualized services to facilitate project planning and development.

Implement methods to educate and assist consumers in obtaining Section 8 certificates and locating certified properties.

Track the success of the housing opportunities created in Region III, as described in the CHI, and monitor housing projects funded by the state through the CHI.

Develop housing options within the assigned region based on data-driven needs, assessments, and available funding.

Fostercollaborative partnershipsin the assigned region for project development.

Provide technical guidance to developers and organizations aiming to build, renovate, or develop affordable housing projects.

Collaborate with housing developers to gather information about regional housing needs and conduct training, as needed.

Conduct research to expand sources for grants and subsidies.

Advocate and address housing discrimination, including “Not In My Back Yard” (NIMBY) issues, to protect fair housing rights for persons experiencing mental illness or co-occurring disorders.
