VOA is seeking a Project Director to provide overall leadership, management and strategic direction for the RESTART Intermediary initiative. This role ensures successful implementation of all program components, coordination across sub-grantees and compliance with U.S. Department of Labor requirements.

Primary Responsibilities
:

Key responsibilities for this role will include (but are not limited to):

  • Providing full-time (100% FTE) leadership for grant implementation
  • Overseeing program, launch and execution across all sites and sub-grantees
  • Ensuring alignment with WIOA, RESTART and workforce system integration requirements
  • Managing partnerships (workforce boards, employers, justice partners, training providers)
  • Leading sub-grantee oversight, including performance, compliance, and technical assistance
  • Ensuring delivery of required services:
    • Training programs (apprenticeships, OJT, credentials)
    • Career services and case management
    • Supportive services coordination
  • Monitoring progress toward:
    • Enrollment targets
    • Employment and credential outcomes
    • Recidivism reduction goals
  • Reporting to DOL, including quarterly performance and narrative reports
  • Supervise key staff (Data Analyst & Fiscal Manager, program staff)
  • Represent the project with federal partners and stakeholders

Required Knowledge, Skills & Abilities:

  • Demonstrated experience managing multi-site or intermediary models
  • Strong leadership, partnership development and compliance management skills

Qualifications:


Education and Experience:

  • Bachelor’s required; Master’s preferred (Public Administration, Workforce Development, Social Services)
  • 7–10+ years of experience managing federal or workforce grants is required
  • Experience with reentry, justice-involved populations or workforce systems strongly preferred

Physical Capabilities:

  • Lifting: Requires lifting materials up to 10 lbs.
  • Ability to stand or sit at a computer for prolonged periods
