Position: Program Officer/Senior Program Officer, Tech Policy

Schedule: Full time

Location: On-site, Washington DC

The Center for European Policy Analysis (CEPA) is seeking a highly motivated and resourceful individual to join its Tech Policy program as a Program Officer or Senior Program Officer, depending on experience. This initiative explores the evolving landscape of technology policy in Europe and the United States, focusing on digital governance, emerging technologies, and transatlantic cooperation.

The selected candidate will play a key role in managing and executing programmatic activities, conducting research, and supporting strategic initiatives within the Tech Policy program. The ideal candidate will be highly organized, adaptable, and capable of working independently while contributing to a dynamic team.

Key Responsibilities:
Coordinate and execute research, operational, and programmatic activities for the Tech Policy program;
Manage the development and implementation of key projects, ensuring alignment with CEPA’s mission and strategic goals;
Conduct research and analysis on technology policy, digital governance, and emerging tech issues;
Engage with government officials, think tank partners, industry leaders, and civil society organizations;
Lead the planning and execution of public events, roundtables, workshops, and conferences;
Draft and edit policy briefs, articles, and reports on technology policy and transatlantic tech cooperation;
Support CEPA’s communications efforts, including social media and outreach initiatives;
Supervise and mentor interns or junior staff as needed;
Work independently with minimal supervision, making strategic decisions to advance program goals.
Qualifications:
Bachelor’s or master’s degree in international affairs, political science, public policy, or a related field;
At least three years of relevant work experience in a policy, research, or programmatic role;
Strong research, writing, and analytical skills, with the ability to synthesize complex policy issues clearly and concisely;
Excellent organizational and project management abilities, with a high level of attention to detail and followthrough;
Proven ability to engage with external stakeholders and represent CEPA in professional settings;
Experience planning and executing events, workshops, and public convenings;
Ability to work independently, manage competing priorities, and adapt to evolving program needs;
A proactive, creative, and solutionoriented approach to problemsolving.
