Scope of Work
Launched in July 2026, the “Equipping Central Asian Business to Navigate Global Economic Security Issues – Phase II” project aims to strengthen the capacity of businesses and financial institutions in Tajikistan and Uzbekistan to navigate sanctions compliance and broader economic security challenges. The project combines stakeholder dialogue, practical compliance training, and follow-up mentorship to help businesses adopt stronger compliance practices and contribute to policy recommendations that support private sector competitiveness and economic security. Funded by the UK Foreign, Commonwealth & Development Office (FCDO), the project is implemented by the Center for International Private Enterprise (CIPE) in partnership with local organizations in Tajikistan and Uzbekistan.
CIPE is seeking a Program Officer for Uzbekistan, based in Tashkent. The Program Officer will support the implementation of the “Equipping Central Asian Businesses to Navigate Global Economic Security Issues – Phase II” project in Uzbekistan. The successful candidate will be responsible for coordinating project activities, engaging local stakeholders and partners, and contributing to the achievement of the project’s objectives.

Duration: August 2026 – March 2027 (with the possibility of extension, subject to project funding and performance)
Employment Type: Full-time. In exceptional circumstances, a part-time arrangement may be considered with a minimum level of effort (LOE) of 50–70%.
Responsibilities:
- Design, implement, and manage project activities and subcontracts in support of CIPE’s economic security and private sector development programs in Uzbekistan and Central Asia.
- Develop technical briefs, business position papers, project reports, and correspondence.
- Act as CIPE’s representative to promote private sector engagement on economic security, sanctions compliance, and market-oriented reforms, including organizing and delivering training programs, adaption economic security and sanctions compliance training materials to the local context, facilitating stakeholder dialogue, representing CIPE at public events, and coordinating with project partners and other stakeholders.
- Lead the establishment and facilitation of public-private dialogue platforms and multi-stakeholder consultations on economic security, sanctions compliance, and related policy reforms, engaging government agencies, business associations, financial institutions, and the private sector.
- Identify potential partner organizations and beneficiaries in the country and collaborate with them to design effective economic-reform programs.
- Collaborate with and provide technical guidance to local training institutions to adapt and institutionalize practical training programs on economic security and sanctions compliance, ensuring their long-term sustainability.
- Support the design and implementation of SME mentorship activities, including helping participating businesses strengthen internal compliance procedures, risk management practices, and due diligence systems.
- Implement, monitor, and manage all project activities, in collaboration with local partner organizations and CIPE team members.
- Establish and maintain regular communication with project partners and other stakeholders.
- Maintain correspondence and operational records for CIPE-funded programs within the assigned portfolio.
- Monitor contractors and consultants’ performance to ensure full compliance with objectives, financial and reporting requirements, and evaluation plans.
- Evaluate projects through on-site visits, file reviews, and coordination with independent evaluators, where appropriate.
- Develop project summaries, analytical assessments and other knowledge products.
- Establish and maintain relationships with other donor organizations to identify linkages with CIPE strategies, monitor trends, and assess new funding opportunities.
- Collaborate with multiple CIPE departments to achieve programmatic goals, including Communications, Grants and Finance, Policy and Program Learning, and other regional teams.
- Monitor political, economic, trade, and sanctions-related developments in Uzbekistan and the broader Central Asian region, assess their implications for the CIPE project design, and incorporate findings into stakeholder dialogue activities, technical assistance and training programs.
- Adhere to appropriate CIPE policies and procedures.
- Contribute to external communications; author blogs and other publications to advance CIPE’s thought leadership.
Qualifications:
- Bachelor’s degree in one of the following fields: International Relations, International Business, Economic Development, Political Science, or Public Policy is required.
- Master’s degree or equivalent experience in International Relations, International Business, Economic Development, Political Science, or Public Policy is preferred.
- Minimum 3-6 years of professional experience with international assistance programs, non-profit organizations, chambers of commerce, and/or associations in region. Experience managing and implementing donor-funded development projects is preferred.
- Experience with international development and topics consistent with CIPE’s mission, including transparency and business ethics, democratic governance, and business association advocacy.
- Experience with sanctions compliance, export controls, corporate compliance, international trade, economic security, or related topics is strongly preferred.
- Experience organizing multi-stakeholder dialogue, delivering capacity-building or training programs, or working with business associations, SMEs, financial institutions, or government stakeholders is strongly preferred.
- Experience conducting policy research, developing analytical products, or preparing policy recommendations is preferred.
- Demonstrated ability to develop, establish, and maintain good relationships with international partners, donors, and colleagues.
- Fluency (written and spoken) in English, Uzbek, and Russian is required.
- Strong public speaking, facilitation, and writing skills with attention to detail.
- Demonstrated strong critical thinking and analytical skills.
- Ability to work in a fast-paced, team environment, as well as independently with minimal supervision; ability to prioritize and handle multiple tasks.
- Strong project management skills.
- Prior experience working on FCDO or other international donor-funded projects is preferred.
- Proficiency in Microsoft Office, specifically Word, Excel and PowerPoint.
- Contribute to an organization-wide culture
