About Kingdom Living Iowa & RISE Recovery Center
Kingdom Living Iowa is a Polk County–based 501(c)(3) nonprofit that has served Iowans in recovery since 2016. We operate one of central Iowa’s largest networks of recovery housing — 15 recovery residences — alongside RISE Recovery Center, a community hub offering peer recovery support, clinical care coordination, employment and family programming, and connection to every pathway to recovery. We welcome residents on medications for opioid use disorder (MOUD) and are committed to keeping families together and honoring the dignity of every person in recovery.
About the Position
The Program Director leads Key to Kinship, a new family recovery housing initiative funded through Iowa HHS Opioid Settlement Funding. The program provides 30–90 day recovery housing vouchers and wraparound supports to families impacted by opioid use disorder (OUD) — with priority for pregnant and postpartum women with OUD and parents in recovery pursuing reunification with their children.
As the program’s single dedicated leader, the Program Director runs the voucher program end to end: intake and eligibility, placement into MOUD-supportive recovery housing, coordination of family supports, partner and case coordination, and full grant compliance and reporting. This is a hands-on, mission-critical role central to launching the program on time and to keeping Polk County families housed, stable, and connected to care.
Key Responsibilities
Voucher Administration & Finance
- Oversee the recovery housing voucher system end to end, from referral through voucher exit.
- Manage the allocation and disbursement of funds for vouchers and secondary supports (transportation, infant and child necessities, employment coaching, family programming).
- Maintain a centralized financial ledger with quarterly compliance reconciliation.
- Monitor voucher utilization against the budget and adjust intake pacing to keep the program on track.
Intake, Eligibility & Clinical Coordination
- Conduct intake screening, confirming OUD diagnosis or documented history of opioid use per grant eligibility requirements.
- Coordinate on-site OUD/SUD clinical assessment and MOUD initiation or continuation through the clinical partnership with UCS Healthcare.
- Ensure naloxone (OORM) distribution and overdose-recognition/response training for every participant and household at intake.
Family Support Coordination
- Coordinate delivery of wraparound supports that stabilize the whole family — transportation, infant/child necessities, employment coaching, and family programming through RISE Recovery Center.
- Conduct family needs assessments and lead quarterly case reviews with partners.
- Support custody and reunification milestones in coordination with Iowa HHS Division of Children and Family Services (DCFS) and the family court system.
Strategic Partnerships & Referrals
- Serve as the primary liaison for referrals and joint case planning with clinical, treatment, housing, justice, and family-service partners — including UCS Healthcare, ThriveNow Recovery Center, The Beacon, DART, Iowa HHS DCFS, family court, and Polk County corrections.
- Cultivate and maintain referral relationships to keep the program at capacity.
Compliance, Data & Reporting
- Ensure strict adherence to all grant performance measures and Iowa HHS Opioid Settlement Funding contract requirements.
- Serve as the program’s data steward: accurate, timely, and secure data entry and management in Airtable and FiveCRM, in full compliance with HIPAA and 42 CFR Part 2.
- Complete 42 CFR Part 2 confidentiality training upon hire and annually thereafter, and ensure all staff with access to participant records do the same before handling protected substance use disorder information.
- Prepare and submit quarterly progress and outcome reports in IowaGrants and support monthly reimbursement claims.
- Monitor program fidelity benchmarks (housing stability, MOUD engagement, family reunification, voucher pacing) and trigger operational adjustments, partner consultation, and leadership reporting when thresholds are crossed.
Housing Quality & Program Integrity
- Ensure voucher-funded housing meets NARR certification standards and remains safe, stable, and recovery-conducive.
- Uphold MOUD-supportive, non-discriminatory practice across all recovery pathways (MOUD, 12-step, SMART Recovery, faith-based, and holistic).
Qualifications
Required
- Bachelor’s degree in social work, public administration, healthcare administration, counseling, public health, or a related behavioral health or human services field — or an equivalent combination of education and relevant experience.
- Minimum 2 years in a supervisory, coordinator, or program-management role in behavioral health, family support, recovery services, social services, or a related field.
- Direct experience working with individuals or families affected by OUD, substance use disorders, or related behavioral health conditions.
- Experience with nonprofit financial oversight, grant compliance, data collection, or outcome reporting.
- Demonstrated ability to coordinate services across HHS, healthcare systems, community-based partners, and family-service systems.
- Strong organizational, communication, and documentation skills, with proficiency in data and case-management systems.
Preferred
- A professional credential such as Certified Alcohol and Drug Counselor (CADC), Certified Recovery Residence Administrator (CRRA), Certified Peer Recovery Specialist, or comparable.
- Familiarity with NARR recovery housing standards (or willingness to learn and ensure compliance during onboarding).
- Working knowledge of MOUD as the standard of care, including during pregnancy (ACOG, SAMHSA, ASAM guidelines).
- Familiarity with 42 CFR Part 2 and HIPAA confidentiality requirements.
- Lived experience with recovery, family reunification, or related populations is valued.

Pay: $50,000.00 – $70,000.00 per year
