Position Summary
The Program Administration and Grants Business Analyst supports the planning, administration, and oversight of grant-funded programs for a public-sector agency. This position works closely with agency leadership, community organizations, grant recipients, and external partners to coordinate grant activities, analyze program performance, manage reporting requirements, and ensure compliance with applicable policies and funding guidelines.
The role also serves as a public-facing representative of the agency at conferences, community events, workshops, and stakeholder meetings. The successful candidate must be bilingual in English and [required language] and comfortable communicating with diverse audiences in both formal and community-based settings.
Key Responsibilities
Grant and Program Administration
- Coordinate the full grant lifecycle, including outreach, application support, evaluation, award administration, monitoring, reporting, and closeout.
- Serve as a primary point of contact for organizations applying for or receiving grant funding.
- Provide grant recipients with guidance regarding program requirements, deadlines, documentation, allowable expenses, and reporting expectations.
- Monitor grant activities, expenditures, deliverables, and performance measures to identify compliance concerns or program risks.
- Review grant applications, budgets, reimbursement requests, progress reports, and supporting documentation for accuracy and completeness.
- Maintain organized and audit-ready grant files, records, correspondence, and supporting materials.
- Coordinate with finance, procurement, legal, program, and compliance teams to resolve grant-related issues.
- Track grant deadlines, milestones, funding balances, corrective actions, and reporting obligations.
Business Analysis and Performance Reporting
- Gather and document business, program, and stakeholder requirements.
- Analyze grant and program data to identify trends, risks, service gaps, and opportunities for improvement.
- Develop dashboards, reports, presentations, process maps, procedures, and other program documentation.
- Translate complex grant requirements and agency policies into clear guidance for internal teams and external organizations.
- Support the development and improvement of grant-management processes, workflows, templates, and internal controls.
- Assist leadership with measuring program outcomes and evaluating whether funded initiatives are meeting established goals.
- Prepare executive-level summaries and recommendations based on program data and stakeholder feedback.
Community Engagement and Agency Representation
- Represent the agency at conferences, industry events, community meetings, workshops, and other public forums.
- Deliver presentations regarding grant opportunities, program services, eligibility requirements, and agency initiatives.
- Conduct bilingual presentations, workshops, and individual consultations as needed.
- Build productive relationships with nonprofit organizations, community groups, government agencies, and other stakeholders.
- Support outreach efforts intended to increase awareness of and equitable access to grant opportunities.
- Coordinate event participation, including presentation materials, registration, logistics, stakeholder communications, and follow-up activities.
- Gather community feedback and communicate stakeholder needs and concerns to agency leadership.
Program Coordination
- Schedule and facilitate meetings with internal teams, grant recipients, and community partners.
- Prepare agendas, meeting materials, notes, decisions, and action-item logs.
- Monitor project schedules and follow up with responsible parties to support timely completion of commitments.
- Identify and escalate grant, compliance, operational, or stakeholder issues requiring leadership attention.
- Support additional administrative, analytical, and program-management activities as assigned.
Required Qualifications
- Bachelor’s degree in public administration, business administration, finance, communications, social sciences, or a related field.
- Three or more years of experience in grants administration, program coordination, business analysis, public administration, nonprofit management, or a related area.
- Professional fluency in English and [required language], including speaking, reading, and writing.
- Experience working with public-sector agencies, nonprofit organizations, community-based organizations, or grant-funded programs.
- Strong public-speaking and presentation skills, with the ability to represent an organization professionally at conferences and public events.
- Experience reviewing budgets, program reports, applications, contracts, or compliance documentation.
- Strong analytical, organizational, documentation, and problem-solving skills.
- Ability to manage multiple grants, deadlines, stakeholders, and competing priorities.
- Proficiency with Microsoft Office, including Excel, Word, PowerPoint, Outlook, and Teams.
- Ability to travel locally and occasionally outside the area to attend conferences, meetings, and events, including some evenings or weekends.
Preferred Qualifications
- Experience managing the full lifecycle of federal, state, local, or philanthropic grants.
- Knowledge of public-sector procurement, financial controls, audit requirements, or grant-compliance standards.
- Experience working directly with underserved or historically underrepresented communities.
- Experience using grant-management, customer relationship management, project-management, or data-reporting systems.
- Experience developing and delivering bilingual training, outreach materials, or public presentations.
- Certification or formal training in grants management, project management, business analysis, or public administration.

Additional requirements
- This position may require regular attendance at community meetings, conferences, workshops, and agency-sponsored events. Some local travel and occasional evening or weekend work may be required.
