Summary of Job:

The Principal Accounts Clerk works under the direction and supervision of the Chief Operations Officer and plays a crucial role in administering accounting procedures and related tasks. Especially related to grants from federal, state, and county government sources, as well as private foundations, donations, and fees for services. Primary responsibilities include processing and paying vendor invoices. This position is responsible for monitoring adherence to the agency’s finance policies relative to processing accounts payable invoices and accounts receivable. The Clerk will also have journal entry duties and may include other operational responsibilities as noted below or assigned, such as payroll, assisting in preparing financial statements.

Job Duties and Responsibilities:

  • Processes accounts payable invoices that are primarily routed through email and Bill.com, to ensure that invoices are properly coded, approved and ready to pay, on a timely basis. Responsible for processing invoices in adherence with organizational policies.
  • Provides back-up for accounts payable tasks handled by the COO and accounting consultant (Shining Star). This includes completing check runs and sending wires/ACH’s as required.
  • Audits, codes & enters invoices.
  • Creates monthly journal entries.
  • Monitors Merchant Services Accounts with Stripe and Bank of Marin. Works with financial entities to resolve chargebacks and other credit cards inquiries.
  • Coordinates document storage and destruction of documents past specific retention dates.
  • Provide support in preparing for the annual audit, which may involve working with a CPA.
  • Provides back-up support for the COO.
  • Accounting Manual – reviews and updates regularly
  • May assist other members of the accounting and finance team with:
  • Manage billing and invoicing of subcontractors.
  • Assist with budgeting and cash flow management for both administration and programs.
  • Assist in developing and delivering monthly financial reports for the CEO and Board of Directors
  • Review monthly and annual financial reports and metrics with the COO.
  • Assist in maintaining tracking systems for grants, gifts, and expenses.
  • Enter donations in Bloomerang, generate donor acknowledgement letters, and forward them to the CEO for signature.
  • Assist the COO in submitting various local, state, and federal reporting and tax documents.
  • Collaborate with the COO to maintain records systems in accordance with generally accepted auditing standards.
  • Special projects as assigned

Education and Experience:

  • Bachelor’s degree in a related field, or a combination of college education and relevant work experience.
  • 8-10 years of professional experience managing the finance and administration of a dynamic organization.
  • Experience with government funded grants, preparing budgets, and grant invoicing.
  • Demonstrated experience in financial management and accounting, ideally in the non-profit sector.
  • Professional or personal experience working with an organization supporting individuals with disabilities and/or older adults, preferably in an Independent Living Center or an aging and adult services organization, or personal experience with disabilities.

Skills

  • Proficiency in Microsoft Office and Google Docs applications in a PC environment.
  • Proficient in Excel and well-versed in Quickbooks and other accounting systems.
  • Strong self-management skills, including good time management and the ability to work well with others.
  • Meticulous attention to detail in all tasks and responsibilities.
  • Comprehensive knowledge in legal matters, audit processes, compliance, budgeting, and resource development.
  • Showcasing the capability to innovate and streamline processes, while also demonstrating resourcefulness in priority setting and proposing more effective solutions.
  • Proven leadership effectiveness in guiding finance and accounting professionals.
  • Maintaining confidentiality and handling confidential information appropriately.

  • This position may operate from our office location, offering potential flexibility to work from home office subject to supervisor approval. Fully remote options are available for this position if the qualified candidate lives more than 50 miles from the office location.
  • Our standard business hours are from 9:00 AM to 5:00 PM, Monday through Friday, with a designated 1-hour lunch period unless an alternate schedule has been approved by your supervisor.

Our History: A Legacy of Choice, Advocacy, and Inclusion

The story of our organization is the story of two pioneering movements coming together to build a more equitable world. In 2024, the Marin Center for Independent Living (MCIL) and Matrix Parent Network & Resource Center officially merged. By joining forces, we united decades of grassroots advocacy to create a seamless, lifelong support ecosystem for disabled individuals and their families across Northern California.

Rooted in the Disability Rights Movement

Our roots trace back to the world-changing disability rights movement of the 1960s. Driven by activist Ed Roberts and fellow quadriplegic students at the University of California-Berkeley, this movement demanded that society dismantle physical and systemic barriers. Roberts went on to lead the California Department of Rehabilitation, sparking a national proliferation of Centers for Independent Living (CILs)—run by and for disabled individuals.

Influenced by this regional surge of civil rights activism, a dedicated group of volunteers founded MCIL in 1979, formalizing as a 501(c)(3) non-profit in 1980. For forty-five years, MCIL stood as Marin County’s leading disability rights advocacy group, ensuring individuals could retain or re-establish independence on their own terms. This grassroots momentum locally and nationally served as a direct precursor to the passage of the landmark Americans with Disabilities Act (ADA) in 1990.

Peer Support from Day One

As MCIL was establishing its own peer-led roots, a parallel movement of self-determination was forming at a kitchen table in Mill Valley, California. In 1983, three mothers—Joan Kilburn, Ning Douglas, and Barbara Alexander—gathered to navigate the isolation and systemic frustrations of raising children with disabilities. Realizing that families in crisis lacked a dedicated network for information and mutual empowerment, they founded the Matrix Parent Network & Resource Center.

The founding mothers were firm believers in the power of peer-led advocacy. They knew that experienced parents were the ultimate allies for other families navigating these systems.

Expanding Our Scope and Infrastructure

Throughout the 1980s and 1990s, both organizations rapidly scaled their infrastructure to meet growing community demands:

  • 1986: MCIL purchased its facility in downtown San Rafael, cementing a permanent, stable “resource hub” for all of Marin County.
  • 1990: Matrix received one of the nation’s first OSEP-funded Parent Training and Information Center (PTI) grants, expanding its training and parent-to-parent support models across the North Bay, the western United States, and Pacific Island Territories.
  • 1991: MCIL established its private caregiver registry, a vital tool allowing disabled individuals to maintain consumer control over their personal caregiving support.
  • Late 1990s: MCIL helped champion “Agenda 2000,” establishing standalone Public Authorities and paving the way for California’s modern In-Home Supportive Services (IHSS) system.

By blending MCIL’s structural independent living framework with Matrix’s powerful family-centered, peer-led network, we provide an uninterrupted pipeline of care and community integration. From a family’s first early intervention disability diagnosis to an adult with disabilities navigating independent care and housing, we stand as a united force—amplifying community voices, advancing systemic equity, and championing the right of every individual to direct their own life.
