POSITION SUMMARY
The Chief Executive Officer (CEO) is selected by the Executive Committee of the William H. and Carrie Gottsche Foundation, will serve as the administrator of Gottsche Rehabilitation Center, and is directly responsible to the Board of Trustees of the William H. and Carrie Gottsche Foundation. It is understood that the job duties listed below are representative of the position, are not all-inclusive, and may be delegated to others.
DUTIES
Thermopolis CORF Regulations
Is responsible for the overall management of the facility, its’ budget policies and operations, under the authority delegated by the governing body
Implements and enforces the facility’s policies and procedures that govern CORF services
Designates, in writing, an individual who, in the absence of the CEO, acts on behalf of CEO
Retains professional and administrative responsibility for all personnel providing facility services
RESPONSIBILITIES FOR THERMOPOLIS, WORLAND, BASIN, CODY, POWELL, AND SHOSHONI
Responsible for monitoring budgets, executing policies, articles of incorporation, by-laws, handbook policy statements established by the Board of Trustees for the operation of the Gottsche Rehabilitation Centers
Marketing Strategy: develops strategic planning, marketing and business development
Personnel Administration: Responsible for directing, staffing, discharge and control of all employees of the Gottsche Rehabilitation Centers
Development of Employee Handbook and related policies
Responsible for computer software and hardware systems
Oversees all areas for patient health and safety
Oversight of Buildings: responsible for all building additions and remodeling, and ensures buildings are in a satisfactory state of repair and operating condition. Handles all rentals.
Supervises all business affairs, investments, contracts, and the institutional budget plan of the Gottsche Foundation and the Rehabilitation Centers to ensure that all funds are collected and expended to the greatest advantage. The CEO understands that besides regular business expenditures, other expenditures may require approval from the Board of Trustees.
Responsible for financial recruiting and long-range planning, directing and implementation
Responsible for approving facility payroll, accounts payable, purchasing, financial reporting, personnel benefits, medical records, and collections
In charge of facility operations fulltime, 24 hours a day
Coordinates with the Medical Director and other doctors to provide optimum professional physical therapy, occupational therapy, and psychological services so that the best possible care may be rendered to all patients
Submits periodic reports showing the professional services and activities of the Rehabilitation Center to the Board of Trustees with documentation of minutes
Ensures that all services are consistent with standards of practice and in compliance with licensure and CORF Policies and that there is efficient utilization of resources and coordination of services
Have a thorough working knowledge of the overall operation of the facility, including the scope of services provided, policies governing these services, budgetary and fiscal matters and the utilization and qualification of personnel
Maintains public relations, fundraising, and activities as needed to serve Gottsche and the community.
Schedules quarterly staff meetings and publishes minutes for the Board of Trustees’ quarterly meeting
Prepares and compiles all appropriate monthly documentation
Participates in HIPAA training and awareness programs and abides by all privacy and security rules as required by Federal Law under the Health Insurance Portability and Accountability Act of 1996
In charge of all outpatient clinics and employees: Thermopolis (CORF), Worland, Basin, Cody, Powell and Shoshoni
Works with financial advisors and the Board of Trustees to ensure the integrity of the investment portfolio. Any expenditures that require pulling money from the investment portfolio would require Board of Trustee involvement and approval.
Meets with the President of the Board of Trustees each Thursday to approve all payments. Meetings may be held in person at Gottsche or electronically,
HEALTH AND SAFETY RESPONSIBILITIES
Provides all levels of management needed, services and technical advice, for proper administration of the Health and Safety Program.
Develops technical guidance and interim programs to identify and remove physical hazards from our facilities, operation and sites.
Formulates, recommends and administers approved changes to the accident prevention program.
Prepares and distributes to all department heads regular reports on the status of health and safety.
Advises all levels of management on matters pertaining to health and safety, to include establishing “chain of command” to communicate health and safety matters within the organization.
Maintains an adequate accident reporting system, personally investigating serious accidents and taking corrective action to eliminate accident causes.
Cooperates with management personnel in the health and safety training of employees.
Conducts personal inspections to observe unhealthy or unsafe conditions or work practices.
Maintains outside professional contracts.
Ensures there is full compliance with applicable federal, state and local regulations.
Recommends programs and activities that will develop and maintain incentives for and motivation of employees in health and safety.
Recommends disciplinary procedures for repeated violators of health and safety rules.
REQUIREMENTS
Bachelor’s Degree and one year experience in health service administration preferably in a comprehensive outpatient rehabilitation facility; or five years of management experience in a comprehensive outpatient rehabilitation facility
Strong ability to organize effectively, delegate responsibility, solve problems quickly and communicate clearly
Proven leadership skills, including the ability to manage time effectively and handle both internal and external conflicts
Must meet all requirements of Gottsche’s automobile insurance carrier
The Board of Trustees reserves the right to change or modify the CEO’s job duties at anytime.
Compensation will be competitive and commensurate with experience.
