The HR Director serves as head of the Human Resources Department and partners with the senior director team in leading efforts for initiating and creating systems of best practices to recruit, develop and train a diverse and dependable workforce and who will help build an organizational culture that supports advancement of the agency’s mission and values.
The HR Director manages all human resources functions including overseeing hiring processes, onboarding, and employee performance management. The HR Director is also responsible for overseeing the administration of all agency’s benefits, including all associated employee medical benefits, life/disability, paid leave, workers comp, unemployment, and the company’s retirement/pension plan. Additionally, the HR Director assures the agency’s compliance with state and federal fair labor standards and safety regulations. Community Access Services is an Equal Opportunity Employer.
Responsibilities:
Recruitment, Hiring and On-Boarding
In partnership with CAS leaders and Talent Acquisition Specialist, identifies staffing and recruiting needs.
Develops and executes best practices for hiring and talent management.
Creatively and proactively researches, develops and leads strategies to address areas of workforce development need within the organization; addresses workforce challenges with a proactive, informed, creative and strategic approach.
Oversees the hiring process to ensure consistency across departments and appropriate communication among Program Managers, Directors, and office personnel.
Coordinates/drives on-boarding services and coordination of agency orientation to all new employees and works with program administrative personnel to ensure orientations are standardized and effective.
Professional Development and Performance
Work in conjunction with the agency’s Associate and Program Directors in the training, coaching and support to Managers/Directors on hiring, evaluation, training, promotion, discipline, termination, and all other HR associated matters.
Work in conjunction with senior administration and management teams in identifying, developing, and implementing relevant internal and external training for employees.
Collaborate with management teams and Talent Acquisition Specialist in updating job descriptions and implement systems for regular review and revisions.
General HR Administration and Systems
Proactively seeks out and maintains knowledge of workforce, talent development and leadership trends, best practices, regulatory changes, new technologies in human resources, and employment law.
Maintains company systems including HRIS, ATS and Benefit Administration systems.
Regularly review existing CAS HR needs and resources and research and explore alternative methods, systems, and processes to meet organizational workforce needs.
Reviews, modifies, and drives implementation of HR policies and practices to maintain compliance.
Manage the processing, submission and tracking of all PLO, OFLA, FMLA, unemployment, workers compensation and disability claims.
Directly supervises the HR support team.
Benefits Administration
Function as point for, and robustly partner with the Director team in evaluating, upgrading, and amending the agency’s benefit plan offers annually for open enrollment or as may be needed or required.
Research, implement and maintain wage/salary scales for all positions across the agency based on industry and market comparisons.
Serve as administrator for all offered employee benefits with responsibility in negotiating benefit plans renewals, conditions, and costs with third-party stakeholders.
POSITION QUALIFICATIONS:
The Human Resources Director must meet the following qualification (with or without accommodation):
Have a Bachelor’s degree from an accredited college or university in Human Resources, Business Management or related field with at least 5 years HR Management or Director experience, preferably working in social services field or for a non-profit organization; may substitute an Associate’s degree and a minimum of 7 years of HR Management and/or Director experience; and SHRM certification preferred.
Capable of leading an HR department through strategic and transitional change.
Demonstrates initiative in determining new or modifying existing HR policies and procedures.
Has the ability to communicate effectively with employees, senior administration and Board of Directors on all HR matters and functions.
Must exercise good judgement and maintain confidentiality when dealing with sensitive matters.
Possesses excellent verbal and written communication skills.
Has experience working with HRIS (Paylocity), ATS (JazzHR) and Benefit Administration (Employee Navigator) software preferred.
Compensation
Community Access Services offers a competitive salary of $90,000-$105,000
