Salary Range: $57,000 to $60,500

SUMMARY OF FUNCTIONS

The Housing & Legal Systems Navigator provides trauma-informed housing navigation and support to survivors of human trafficking and individuals at high risk, helping clients access emergency, short-term, transitional, and permanent housing. This role also supports clients navigating complex legal systems, assisting with applications, victim rights, restraining orders, identity document replacement, court-related processes, and referrals. The Navigator builds and maintains relationships with housing providers, legal aid organizations, attorneys, and community partners to expand client access to services, and advocates on behalf of clients to reduce barriers to housing stability, legal resources, and overall service access. This position works closely with the Crisis, Care & Empowerment Services Manager to ensure all client-facing practices are survivor-centered, trauma-informed, and responsive to client needs.

SPECIFIC JOB RESPONSIBILITIES

Housing Navigation

  • Provide trauma-informed housing navigation for adult and youth survivors and those at risk, assisting with emergency, short-term, long-term, transitional, and permanent housing options.
  • Assess client housing needs and develop tailored housing plans that promote safety and stability.
  • Maintain current knowledge of housing resources, waitlists, and eligibility requirements, including HMIS and S-CAS systems.
  • Accompany or assist clients with housing applications, move-in processes, and communication with shelters, safe homes, landlords, and other housing providers.

Legal Systems Navigation

  • Support clients navigating housing and legal systems: applications, victim rights, restraining orders, identity document replacement, court-related processes, and resource referrals (non-legal advice, not an attorney).
  • Accompany clients to court dates, legal appointments, and related meetings as needed.

Partnership & Advocacy

  • Coordinate referrals and conduct regular, documented outreach to build partnerships with housing providers, legal aid organizations, attorneys, and community stakeholders.
  • Advocate on behalf of clients to reduce barriers to housing stability, legal resources, and service access.
  • Educate clients on their rights, available resources, and community support.
  • Represent 3SGF in community meetings, coalitions, and partner engagements related to housing and legal advocacy for survivors.

Life Skills Groups

  • Plan and facilitate life skills groups for adult and youth clients on housing and legal navigation topics: tenant rights, budgeting for housing, court processes, and accessing identity documents.
  • Adapt content and facilitation to be age-appropriate and trauma-informed for both adult and youth participants.
  • Track group attendance and outcomes; incorporate client feedback to improve offerings.

Administrative and Development

  • Collaborate with the Crisis, Care & Empowerment Services Manager on goal setting, reporting, and data collection for grants or partner reports.
  • Maintain accurate, timely case notes and documentation of all client interactions in Salesforce.
  • Create and regularly review relevant SOPs, policies, and procedures.
  • Participate in program meetings, staff meetings, trainings, and development activities as a full team member.
  • Develop partnerships with local businesses and organizations to secure in-kind donations supporting clients’ transition into stable housing.
  • Comply with all agency policies, procedures, and protocols; other related duties as assigned.

QUALIFICATIONS & SKILLS

Required

  • Passion, empathy, and a deep commitment to ending human trafficking.
  • Bachelor’s degree in social work, criminal justice, or related field, or minimum 2 years’ experience in housing navigation, case management, and/or legal advocacy.
  • Experience working with survivors of trafficking, transitional-age foster youth, unhoused youth, survivors of neglect or sexual abuse, or other vulnerable populations preferred.
  • Ability to build rapport and trust with clients so they feel safe sharing concerns.
  • High emotional awareness, understanding when to give space, offer encouragement, or connect clients to a clinical professional.
  • Strong survivor-centered approach; ability to stay calm and lead through crisis situations.
  • Working knowledge of housing systems (emergency, transitional, short-term, permanent) and legal processes relevant to trafficking survivors, including victim rights and protective orders.
  • Ability to plan and facilitate group learning sessions for adult and youth clients in a trauma-informed manner.
  • Ability to take initiative and support growth in others.
  • Strong relationship-building skills with partners, agencies, and donors/funders at local, state, and national levels.
  • Strong understanding of trauma-informed and harm reduction practices.
  • Excellent verbal and written communication; ability to balance supporting others with maintaining personal boundaries and self-care.
  • Strong organizational skills; ability to manage multiple priorities and projects under deadline pressure.
  • Sound judgment, initiative, constructive feedback, and analytical/problem-solving skills.
  • Demonstrated ability to work with people of diverse backgrounds — race, ethnicity, nationality, sexual orientation, gender identity/expression, socio-economic background, religion, age, English proficiency, immigration status, and physical ability.

Preferred

  • Lived experience as a survivor of human trafficking, sexual exploitation, gender-based violence, or related trauma.
  • Bilingual in English/Spanish.
  • Knowledge of Google Suite and program management software (Salesforce, Monday.com, etc.).
  • Demonstrated ability to communicate well across varied cultural and lived-experience backgrounds.

WORKING ENVIRONMENT

  • In-person, 5 days a week.
  • Field time as required for meetings at partner locations, housing sites, and court appearances.
  • Occasional weekend/evening work for 3SGF events.
