JOB SUMMARY:

The Grants Project Compliance Specialist is responsible for the administration, monitoring, and compliance oversight of County-administered Community Development Block Grant (CDBG) and other federally funded programs and projects. The Grants Project Compliance Specialist ensures that grant-funded activities are conducted in accordance with applicable federal and state laws and regulations, funding agency requirements, grant agreements, and County policies and procedures. The position monitors financial and programmatic activity, maintains required records, coordinates reporting, identifies compliance issues, supports corrective actions, and assists with audits, monitoring reviews, and grant closeout.

DISTINGUISHING FEATURES OF THE CLASS:

The work is performed with considerable independent judgment and requires attention to detail, sound organizational skills, and the ability to interpret and apply complex federal grant requirements. The position may provide technical guidance and direction to County staff, subrecipients, contractors, consultants, and project partners regarding grant compliance requirements but does not have direct supervisory authority. The Grants Project Compliance Specialist operates under the general direction of the Department Director and Deputy Director of Grants and Planning.

JOB FUNCTIONS:

  • Interprets and applies applicable federal grant requirements, including relevant provisions of 2 CFR Part 200, program-specific regulations, award terms, and funding agency guidance.
  • Maintains comprehensive and organized grant files, including applications, agreements, correspondence, financial records, reports, monitoring documentation, and supporting materials.
  • Identifies potential compliance deficiencies, risks, questioned costs, or other issues and coordinates appropriate corrective action.
  • Maintains current knowledge of applicable federal grant regulations, HUD requirements, Pennsylvania requirements, and County policies.
  • Tracks project accomplishments, expenditures, milestones, and performance outcomes by establishing and maintaining project schedules, compliance deadlines, reporting calendars, and milestone tracking systems.
  • Assists with CDBG project amendments, extensions, budget revisions, and closeout activities as necessary.

· Participates in project meetings, site visits, monitoring activities, and other grant-related meetings.

· Regular interaction with County departments, municipalities, nonprofit organizations, contractors, consultants, subrecipients, auditors, and federal and state funding agencies.

Subrecipient Monitoring

  • Assists with the review of financial records, invoices, reimbursement requests, procurement documentation, progress reports, performance data, and other supporting documentation for the administration of s grant-related agreements.
  • Ensures required subrecipient monitoring is completed and documented in accordance with applicable requirements.
  • Prepares documentation for funding agency monitoring visits, audits, and information requests.
  • Performs all other duties as assigned

PHYSICAL REQUIREMENTS:

  • Must have the ability to record, convey, and present information, explain procedures, and follow instructions provided digitally as well as in print;
  • Must be able to sit for long periods of time with frequent periods of standing, walking, and occasional twisting, reaching, pulling, and pushing required for obtaining files, doing inspections or other job duties;
  • Dexterity requirements range from simple to complex movements of fingers/hands, legs/feet, or torso to carry out job duties;
  • Sedentary work with occasional lifting, 15-25 pounds;
  • Must be able to pay close attention to detail and concentrate on work.
  • Travels off site as necessary

REQUIRED KNOWLEDGE, SKILLS and ABILITIES:

Knowledge of:

· Federal grant administration and compliance principles, including applicable provisions of 2 CFR Part 200 and other federal grant requirements.

· Community Development Block Grant (CDBG) program requirements.

· Governmental and public-sector administrative practices.

· Microsoft Office applications, particularly Microsoft Excel and Word.

Ability to:

· Interpret and apply federal, state, and County regulations, policies, grant agreements, and funding requirements.

· Review detailed financial and programmatic documentation for accuracy and compliance.

· Identify potential compliance risks and recommend appropriate corrective actions.

· Maintain accurate and organized records.

· Manage multiple projects, deadlines, and priorities simultaneously.

· Prepare clear and accurate written reports, correspondence, spreadsheets, and other documents.

· Communicate effectively with County officials, employees, municipalities, nonprofit organizations, contractors, subrecipients, auditors, and funding agencies in writing, in person, and over the phone.

· Work independently while maintaining effective communication with supervisors and project stakeholders.

· Establish and maintain effective working relationships with individuals from diverse professional and organizational backgrounds.

· Valid Pennsylvania driver’s license required

MINIMUM EXPERIENCE and TRAINING:

Graduation from an accredited college or university with a bachelor’s degree in public administration, business administration, accounting, finance, project management, urban planning, community development, nonprofit management, or a closely related field.

OR

Any equivalent combination of education, training, and experience that provides the knowledge, skills, and abilities necessary to successfully perform the essential functions of the position.

Previous experience administering or monitoring CDBG or other HUD-funded programs is preferred.

Previous experience with federal subrecipient monitoring, and familiarity with applicable provisions of 2 CFR Part 200 is preferred.
