Overview
Under management from the Deputy Director of the Office of Youth Employment and Opportunity (YEO), the Grants, Budget, and Development Manager is responsible for managing all grant-related initiatives, monitoring the department budget, overseeing fiscal and stewardship responsibilities, and creating opportunities for funding and development to support programs, services, and activities.
The Grants, Budget, and Development Manager is an integral part of the YEO team, primarily supporting the management of local, state, and federal grants, expanding grant funding to local nonprofits, and assisting in improving financial governance by evaluating and optimizing budgets and youth funds.
This position requires a detail-oriented, analytical thinker with strong organizational, communication, and research skills, experience in grant management and budgeting, and a commitment to youth and workforce development.
Responsibilities Grant Management
Serve as the primary contact for searching, applying, and managing grant contracts.
Prepare and monitor budgets for grant submissions.
Develop Memorandum of Agreements with grant partners and subcontractors.
Monitor disbursement of grant funds.
Review grant applications and supporting documents.
Coordinate grant partner meetings and orientations.
Maintain communication with grant partners and subcontractors.
Manage participant data, payroll, and documentation related to grants.
Coordinate return of unused grant funds.
Manage all grant funding requirements, including reports and expenditures.
Lead proposal development for youth workforce grants.
Budget Coordination
Manage the department’s budget, including general, external, and capital funds.
Prepare budget reports and monitor performance metrics.
Develop internal budget timelines and tracking systems.
Coordinate with teams on budget management.
Align budgets with procurement procedures and streamline processes.
Advocate for fiscal adjustments as needed.
Engage leadership in the budget process.
General
Provide technical assistance to grant partners.
Supervise part-time grant and data staff.
Support youth engagement activities and special projects.
Perform related duties as assigned by the Director.
Minimum Qualifications
3-4 years of professional experience in the public sector or youth services, with supervisory experience a plus.
Bachelor’s degree preferred in accounting, business administration, or related field.
Experience with financial management and budgeting software.
Ability to collaborate with leadership and partners at various levels.
Strong initiative, adaptability, and multi-tasking skills.
Proficiency with MS Office, financial systems, and project management tools.
Effective communication skills, both oral and written.
Ability to build effective relationships and work independently.
Availability for evening and weekend meetings as required.
Must pass C.O.R.I. and S.O.R.I. checks.
Boston residency required.
