The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. This position is located in UNEP’s Law Division, OzonAction Branch at the Nairobi duty station. Under the direct supervision of the Head of the OzonAction Branch, the incumbent will be responsible for the following duties:

MEDIUM-TERM PLAN

  • Reviews, analyses, and finalizes the preparation of the medium-term plan and its revisions based on departmental submissions, taking into account recommendations and decisions of specialized intergovernmental bodies.
  • Provides substantive support to relevant intergovernmental and expert bodies in their review of the medium-term plan and its revisions, and secures approval from the intergovernmental bodies and General Assembly.
  • Ensures legislative mandates are accurately translated into programme budgets.

BUDGET PREPARATION

  • Reviews, analyses, and finalizes cost estimates and budget proposals, covering staff and non-staff requirements from programmes at the global level and in regional offices, including programmatic aspects.
  • Ensures compliance with the medium-term plan and other legislative mandates.
  • Provides detailed input on resource requirements for budget submissions.
  • Reviews, analyses, and finalizes programme budget and financial implications in light of additional legislative mandates.
  • Provides substantive support to relevant intergovernmental and expert bodies in their budget review and assists in securing approval from the General Assembly and legislative bodies.

BUDGET ADMINISTRATION

  • Issues allotments and authorizes sub-allotments, including the redeployment of funds when necessary, ensuring appropriate expenditures.
  • Manages and monitors budget implementation and recommends reallocation of funds as necessary.
  • Monitors expenditures to ensure that they remain within authorized levels.
  • Administers and monitors extra-budgetary resources, including reviewing agreements and cost plans and ensuring compliance with regulations, rules, and established policies and procedures.
  • Prepares budget performance submissions.
  • Reviews and finalizes budget performance reports, analysing variances between approved budgets and actual expenditures.
  • Leads the annual Financial Progress Report process and all financial reporting to intergovernmental bodies and the General Assembly.
  • Manages audit processes and monitors implementation of audit recommendations.
  • Provides substantive support to relevant intergovernmental and expert bodies.

GENERAL

  • Collects and analyses data to identify trends or patterns and provide insights through graphs, charts, tables, and reports, using data visualization methods to enable data-driven planning, decision-making, presentation, and reporting.
  • Provides advice and guidance, including training, on budgetary and financial policies and procedures, including results-based budgeting.
  • Participates in inter-departmental meetings and/or technical survey missions on matters related to resource requirements, programming, and budgetary issues.
  • Keeps up to date on documents, reports, and guidelines relevant to programme matters, ensuring compliance with intergovernmental recommendations and decisions as well as United Nations policies and procedures.
  • Drafts reports for intergovernmental bodies and management on budgetary issues, as well as correspondence.
  • Undertakes research and analysis of budgetary policies and procedures and makes recommendations for changes and/or modifications.
  • Acts as Certifying Officer under Financial Rule 110.4 to ensure that proposed obligations and expenditures are in accordance with approved budgets and established regulations and rules.
  • Liaises with the UNEP Corporate Services Division, UN Secretariat, UNDP, and UNOPS offices on financial and administrative matters that may affect programme implementation and delivery.
  • Ensures the integrity of financial and management systems and the controls that underpin them.
  • Provides support with respect to representation of the Law Division in meetings of legislative organs.
  • Represents the Division in inter- and intra-departmental meetings.
  • May plan, organize, manage, and supervise the work of the assigned Unit/Section.
  • May be asked to perform other related duties.

Requirements:

EXPERIENCE REQUIREMENTS

  • At least 7 years of progressively responsible experience in finance, administration, budget, business administration, or a related area.
  • Experience with SAP or another Enterprise Resource Planning (ERP) system is required.
  • Experience preparing and analysing financial statements, applying private or public sector accounting standards such as IFRS or IPSAS, is required.
  • Experience providing financial management and administrative services to Multilateral Environmental Agreements (MEAs) and/or international environmental treaties, such as the Montreal Protocol, promoted by the United Nations, is required.
  • Experience with data analysis, reconciliations, and reporting is required.
  • Experience preparing reports for intergovernmental bodies or donors is desirable.
  • Experience working in an international organization, such as the United Nations or a similar organization, is desirable.

EDUCATION

  • Master’s degree or equivalent in business administration, finance, accounting, or a related field is required.
  • A Bachelor’s degree plus 2 additional years of relevant work experience may be accepted instead of a Master’s degree.
  • Completed degree or non-degree programmes in data analytics, business analytics, or data science are desirable.
