POSITION SUMMARY

The Expansion and Policy Coordinator supports Foster Kinship’s state and national expansion efforts and policy initiatives designed to improve systems and outcomes for kinship families.

Working closely with the Deputy Director, this position coordinates research, planning, documentation, and implementation activities related to replication of Foster Kinship’s Kinship Navigator model in other states and communities. The Coordinator also supports policy research and advocacy efforts by analyzing laws, regulations, administrative practices, and systems affecting kinship families and children.

This position is ideal for an individual who is highly organized, curious, analytical, and able to translate complex information into clear, actionable findings. The Expansion and Policy Coordinator must be comfortable independently researching unfamiliar systems, comparing approaches across jurisdictions, managing multiple projects simultaneously, and supporting relationships with diverse state and community partners.

ESSENTIAL FUNCTIONSState and National Expansion

  • Support the planning and coordination of Foster Kinship’s national expansion and model replication efforts.
  • Maintain project plans, timelines, deliverables, meeting notes, and implementation trackers for partner states and organizations.
  • Coordinate activities across the expansion lifecycle, including inquiry, strategic planning, deep-dive assessment, capacity building, implementation, and ongoing monitoring.
  • Conduct background research on prospective and active implementation sites, including state kinship systems, child welfare structures, available benefits, legal arrangements, service systems, and community resources.
  • Research and document the different types of kinship families and caregiving arrangements recognized within each implementing jurisdiction.
  • Compare state systems and practices to the Foster Kinship Navigator Model and identify areas requiring adaptation, clarification, or additional planning.
  • Assist with the development and customization of implementation materials, manuals, workflows, tools, training resources, and technical assistance documents.
  • Prepare implementation summaries, environmental scans, comparison documents, and recommendations for review by leadership.
  • Track questions, decisions, barriers, and action items arising during implementation and technical assistance meetings.
  • Coordinate follow-up communication and materials with state agencies, nonprofit organizations, community partners, and other implementation stakeholders.
  • Support monitoring of implementation progress and model fidelity following program launch.

Policy Research and Analysis

  • Conduct policy research related to kinship care, child welfare, public benefits, education, legal caregiving authority, family preservation, and other issues affecting kinship families.
  • Research statutes, regulations, administrative policies, agency procedures, and practices across Nevada and other states.
  • Conduct comparative policy research to identify how other jurisdictions have addressed policy and systems barriers affecting kinship families.
  • Analyze policy options and summarize potential benefits, challenges, implementation considerations, and unintended consequences.
  • Monitor relevant legislative, regulatory, and administrative developments affecting kinship families.
  • Maintain organized records of policy research, source materials, citations, legislation, and supporting documentation.
  • Assist in developing policy briefs, issue summaries, fact sheets, talking points, presentations, public comments, legislative materials, and other advocacy resources.
  • Support research related to Foster Kinship’s policy priorities, including issues affecting informal kinship care, child welfare-involved kinship families, access to public benefits, school enrollment, legal authority, and child welfare-facilitated parent-child separations.
  • Gather and synthesize available data to help illustrate the scope and impact of policy issues.
  • Identify promising practices and innovative approaches that may inform policy recommendations in Nevada and nationally.

Stakeholder Engagement and Coordination

  • Support engagement with state agencies, policymakers, community organizations, implementation partners, caregivers, and other stakeholders.
  • Prepare agendas, background materials, research summaries, and follow-up documents for meetings.
  • Participate in meetings with implementation and policy partners and document key decisions, questions, commitments, and next steps.
  • Coordinate follow-up activities to ensure assigned action items move forward.
  • Assist with stakeholder mapping and identification of individuals and organizations relevant to expansion or policy initiatives.
  • Support opportunities for kinship caregiver and youth perspectives to inform policy and systems improvement efforts.
  • Help ensure expansion and policy work reflects accessibility, equity, and the diverse experiences of kinship families.

Project Management, Compliance, and Documentation

  • Maintain organized systems for tracking multiple expansion and policy initiatives simultaneously.
  • Monitor deadlines, deliverables, outstanding questions, and next steps and proactively communicate when follow-up is needed.
  • Maintain current versions of expansion resources, policy research, implementation documentation, and related materials.
  • Assist with preparation of reports, presentations, proposals, grant-related materials, and leadership or board updates related to expansion and policy work.
  • Accurately track, log, and submit time and effort documentation in compliance with federal grant reporting and Single Audit compliance standards.
  • Coordinate information across internal teams when expansion or policy initiatives require program, data, training, development, or communications input.
  • Complete special research and strategic projects assigned by the Deputy Director.

MINIMUM QUALIFICATIONS

  • Bachelor’s degree in social work, public policy, public administration, human services, political science, sociology, or a related field.
  • At least two (2) years of relevant experience in policy, research, project coordination, human services, child welfare, nonprofit programs, government, or a related setting. Relevant internships, practicums, fellowships, graduate assistantships, and other applied experience may be considered toward this requirement.
  • Demonstrated experience conducting research and summarizing findings for professional audiences.
  • Strong written, organizational, and project management skills.
  • Proficiency in Google Workspace, Microsoft Office, Zoom, Adobe, and project management platforms (e.g., Asana, Monday.com) or CRM systems.

PREFERRED QUALIFICATIONS

  • Master’s degree in social work, public policy, public administration, or a related field.
  • Experience with kinship care, child welfare, family support, public benefits, or related human services systems.
  • Experience conducting legislative, regulatory, or policy research.
  • Experience working with state or local government agencies.
  • Experience supporting multi-site implementation, replication, technical assistance, or systems-change initiatives.
  • Experience developing policy briefs, research summaries, implementation tools, or training materials.
  • Familiarity with project management platforms, CRM systems, or data reporting tools.

  • Develop increasing knowledge of kinship systems and Foster Kinship’s model and become a trusted resource for expansion and policy projects.

SCOPE OF ROLE

The Expansion and Policy Coordinator supports the execution and coordination of expansion and policy strategy under the direction of the Deputy Director. The position is expected to independently conduct research, prepare analyses, coordinate projects, and develop draft materials while elevating significant strategic, policy, contractual, or model-fidelity decisions to leadership.

The Coordinator does not independently establish organizational policy positions, approve substantive changes to the Foster Kinship Navigator Model, or make commitments on behalf of Foster Kinship to external implementation partners without appropriate leadership approval.
