East River Legal Services (ERLS) is hiring a Disaster Outreach Specialist on a 1 Year Contract for our Aberdeen office, with a focus on establishing relationships with disaster resource partners, mentors, and professionals in the field to create and disseminate disaster response materials. The Disaster Outreach Specialist will also work with ERLS Leadership to further plan the agency response if a disaster or other emergency is declared in our service area. ERLS is a non-profit law firm serving low-income individuals in the 33 eastern South Dakota counties. East River Legal Services exists to better the lives of the over 56,000 people living in poverty in eastern South Dakota. We prioritize services to our most vulnerable citizens, including our community’s Veterans, older Americans (60+), people with disabilities, victims of crime, and all those facing financial insecurity.
Under the supervision of the Staff Attorney working on the Midwest Legal Disaster Coordination Project, the Disaster Outreach Specialist is responsible for helping to develop a systemic approach to prepare for and respond to the legal needs of low-income disaster survivors. The Disaster Outreach Specialist will work to strengthen collaboration with legal aid partners across the state to improve capacity, coordination, and training for disaster relief services.
Duties and Responsibilities:
Partner with the mentor to identify and address challenges in implementing the East River Legal Services (ERLS) disaster legal response plan and outreach efforts;
Establish regular communication with the designated mentor, including monthly check-in meetings and ongoing email and phone communication;
Collaborate with disaster response partners to develop and disseminate outreach materials and resources to educate the public about available disaster legal services;
Develop and maintain a database of disaster legal response resources, including pro bono attorneys, subject matter experts, and community partners;
Track and report on the number of individuals reached through outreach and education efforts, as well as the impact of those efforts on increasing access to disaster legal services;
Create a comprehensive outreach and community education plan targeting low-income and vulnerable populations in the ERLS service areas;
Organize and participate in community events such as disaster preparedness fairs and town hall meetings, to promote disaster legal services and resources;
Attend training and peer learning opportunities such as webinars, conference calls, and in-person meetings;
Participate in local, regional, statewide, and national disaster training, meetings, and conferences to learn from and contribute to the broader community of practice;
Other duties, which may be assigned from time to time by the Staff Attorney working on the Midwest Legal Disaster Coordination Project or Executive Director.
Knowledge, Skills, & Abilities:
Associate degree or equivalent education and/or experience;
Ability to work well independently, as well as part of a team;
Superior listening skills;
Strong interpersonal skills;
Capacity to learn and adapt;
Proficient at the use of technology including, but not limited to: word processing, spreadsheets, internet-based programs, database systems, and computer-based legal research;
Excellent communication skills, both verbal and written;
Strong attention to detail, ability to multi-task, and the capability to meet deadlines with minimal supervision;
Punctual and excellent attendance record;
Skills and experience in interacting with persons of various social, racial, cultural, economic, and educational backgrounds;
Willingness to work flexible hours, occasionally evenings and weekends;
Ability and commitment to travel, as needed.
