Job Summary
Catholic Charities of St. Louis is seeking an experienced leader in child welfare, family services, or behavioral health to serve as our Director of Quality for Children & Family Services. This position provides leadership and oversight for Performance and Quality Improvement (PQI) activities across our Children & Family Services ministries, including Marygrove and Good Shepherd. The Director partners with ministry leadership to strengthen program quality, accreditation and regulatory compliance, performance improvement, program evaluation, outcomes measurement, and data-informed decision-making. This centralized leadership role is responsible for fostering a culture of continuous improvement while ensuring children, youth, and families receive high-quality, safe, and mission-driven services. This position is based primarily at our Marygrove and Good Shepherd ministry locations. The base salary begins at $78,000 annually, with a higher starting salary available based on relevant education, child welfare or human services leadership experience, and demonstrated expertise.
Job Responsibilities
- Lead all PQI efforts, including implementation of the performance improvement plan and facilitation of data-driven evaluation with program and department leaders.
- Oversee accreditation readiness, licensure compliance, and adherence to regulatory and contractual performance standards.
- Maintain systems for qualitative and quantitative data collection, ensuring accurate monthly, quarterly, and annual reporting.
- Produce tailored performance reports for senior leaders, funders, and stakeholders; respond to ad-hoc data needs.
- Lead internal file audit and case record review processes, identify trends, and support corrective action planning.
- Support development and revision of policies and procedures related to quality, area of compliance, and accreditation.
- Facilitate and disseminate information related to PQI processes, documentation standards, confidentiality/privacy requirements, and regulatory expectations, including coordination of training and educational support as appropriate.
- Administer client and staff satisfaction surveys, analyze results, and guide action planning.
- Serve as HIPAA Privacy Officer (if applicable), overseeing privacy standards and record-request processes.
- Collaborate with grants, development, and research teams on evaluation and reporting needs.
- Support service-line-specific quality requirements (behavioral health, child welfare, senior services, homelessness services).
- Participate in organizational quality committees and act as liaison between Ministry Office and service-line leadership.
- Other duties as assigned.
Job Requirements
- Bachelor’s degree in a related field required; Master’s preferred, with 5+ years experience in quality improvement, compliance, or program evaluation.
- Demonstrated experience leading accreditation, regulatory compliance, and continuous improvement initiatives.
- Strong analytical ability with experience in data validation and reporting and use of electronic client record systems.
- Knowledge of regulatory standards (Joint Commission, HIPAA, state licensing, ASAM, Medicaid, HUD, 42 CFR Part 2).
- Experience developing and delivering staff training on quality, compliance, and documentation.
