The Family Center is seeking a full-time Temporary Director of Behavioral Health Services to oversee the agency’s outpatient behavioral health programs, which includes its Article 31 LKW Mental Health Clinic and Article 32 Healthy Branches Substance Use Treatment Program.
The Director provides strategic, operational, and clinical leadership and is responsible for the quality, performance, compliance, and strategic growth of the Article 31 Mental Health Clinic and Article 32 Substance Use Treatment Program. Through the leadership and development of the LKW Clinical Coordinator and Healthy Branches Program Coordinator, the Director ensures both programs achieve their goals while delivering high-quality, integrated behavioral health services. The Director reports to the Chief Program Officer for Behavioral Health and Support Services.
This is a temporary position with the possibility of becoming permanent.
Primary Responsibilities
Leadership & Program Operations
· Provide strategic, operational, and clinical oversight of the agency’s Article 31 Mental Health Clinic and Article 32 Substance Use Treatment Program through the supervision of the LKW Clinical Coordinator and Healthy Branches Program Coordinator.
· Maintain overall accountability for the effective operation and performance of both clinics by ensuring program leadership effectively manages daily operations, staffing, quality, compliance, and program outcomes.
· Collaborate with agency leadership to support the strategic planning and ongoing development of the agency’s behavioral health programs.
· Maintain contracted levels of service and ensure both clinics meet enrollment, retention, productivity, and client census goals.
· Identify opportunities to strengthen clinical services, improve program effectiveness, and enhance the integration of mental health and substance use treatment services.
· Oversee the development, implementation, and ongoing review of clinical policies, procedures, and standards of care.
· Develop and implement outreach strategies and cultivate collaborative partnerships with healthcare providers, hospitals, community organizations, and other referral sources to support enrollment, retention, and access to care.
· Exercise sound judgment, initiative, and independent decision-making while proactively identifying and resolving operational challenges.
· Provide coverage for after-hours telephone lines, as needed.
· Perform other duties as assigned.
Clinical Quality, Compliance & Performance
· Ensure all services meet the highest quality, patient safety, and trauma-informed best practice standards.
· Ensure compliance with all applicable federal, state, city, funder, and oversight agency requirements, including OMH, OASAS, and other regulatory standards.
· Monitor clinic performance, quality indicators, contract deliverables, and program outcomes, implementing corrective action when performance goals are not achieved.
· Lead Continuous Quality Improvement (CQI) initiatives to identify and address performance gaps.
· Ensure all clinical documentation, treatment planning, billing, service authorizations, and related processes meet agency, funder, and regulatory requirements.
· Provide oversight of treatment protocols and evidence-based practice implementation to ensure services are delivered with fidelity across both programs.
· Provide consultation on complex clinical cases when needed and support program leadership in ensuring appropriate assessment, treatment planning, coordination of care, and clinical decision-making.
· Provide clinical consultation and guidance to the Clinical Coordinator and Program Coordinator to support effective supervision, coordination of care, and service delivery.
· Ensure behavioral health services are fully integrated with other agency programs and collaborating providers.
· Ensure timely collection, analysis, and submission of all required data and reports to funders, contracts, grants, and regulatory oversight agencies, including all monthly, quarterly, and annual reporting requirements.
· Provide oversight for SAMHSA-funded programs.
· Manage data collection for evaluation and research activities, ensuring timeliness and accuracy while minimizing clients lost to follow-up.
· Maximize the effectiveness of the Electronic Health Record to support service quality, operational efficiency, documentation compliance, and record security.
Staff Leadership & Development
· Provide leadership, guidance, and support to the Clinical Coordinator and Program Coordinator to ensure the effective management and operation of both programs.
· Develop the Clinical Coordinator and Program Coordinator as effective leaders by providing coaching, mentoring, feedback, and guidance in staff supervision, performance management, operational decision-making, and team development.
· Establish clear performance expectations and provide the Clinical Coordinator and Program Coordinator with the coaching, guidance, and accountability needed to ensure their teams achieve program and contract goals, deliver high-quality services, collaborate effectively, and maintain regulatory compliance.
Qualifications:
· Master’s degree in Social Work (MSW) from an accredited college or university.
· Current New York State Licensed Clinical Social Worker (LCSW) required.
· Current New York State Credentialed Alcoholism and Substance Abuse Counselor (CASAC) required.
· Minimum five years of experience in behavioral health, including experience working with individuals with substance use and co-occurring disorders
· Minimum two years of experience providing clinical and administrative supervision and leadership in a behavioral health setting, preferably within Article 31 and/or Article 32 outpatient programs.
· Thorough knowledge of federal, state, and local laws and regulations governing behavioral health treatment programs, including OMH and OASAS requirements.
· Strong leadership, organizational, management, communication, and problem-solving skills.
· Demonstrated success achieving regulatory compliance, quality outcomes, and program performance goals.
· Ability to work a flexible schedule as needed in response to program and staff needs.
Location: This position is eligible for hybrid work. Our office is located at 493 Nostrand Avenue, Brooklyn, NY.
Starting Pay Range: $115,000.000-$130,000.00 per year
Schedule: Full-time, exempt
