JOB SUMMARY

Plans, directs, and coordinates activities of the CSA Head Start program to ensure delivery of a comprehensive Child Development and Family Services Program for Head Start and Early Head Start children and their families along with other related goals or objectives in accordance with the Head Start Program Performance Standards.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Creates, reviews and approves proposals or plans to determine time frames, funding limitations, procedures for accomplishing program goals, staffing requirements, allotment of available resources, and compliance with Head Start Performance Standards;

Coordinates policy-making within a shared decision-making approach with the CEO, Policy Council and Board of Directors;

Establishes work plan, goals and staffing for Head Start and Early Head Start Program functions, arranges for recruitment or assignment of Program personnel, implements discipline and termination procedures, and identifies opportunities for process improvement in accordance with Agency personnel policies through coordination with the Agency human resource function;

Serves as a liaison with the Regional Office regarding required reporting, budget issues, T&TA, grant proposals, personnel matters, and program issues;

Confers with Early Head Start and Head Start Program staff and the Agency to outline a work plan that includes maintenance of internal policies and operations; assigns duties, responsibilities, and scope of authority in accordance with Head Start Performance Standards and Agency personnel policies through coordination with the Agency human resource function;

Holds head Program Managers and Supervisors responsible for ensuring Program accountability to full implementation of Head Start Performance Standards; implements effective monitoring systems, and ensures adequate training;

Directs and coordinates activities of Program personnel through consultation with the Agency’s fiscal function to ensure the Program progresses on schedule, within planned budget, and in line with Head Start Performance Standards and fiscal policies;

Reviews status reports prepared by Program personnel and modifies schedules or plans as required. Prepares and regularly presents reports for management, Head Start client families, the Policy Council, parents, or others;

Confers with Program personnel in providing technical advice and resolving problems;

Conducts annual reviews; instills a procedure for self-assessment for all Program staff and ensures continuing education and development (schooling, training, certifications, etc.) for Program staff and other applicable resources through coordination with the Agency human resource function based on Head Start Performance Standards, job requirements, and Agency personnel policies;

Prepares grant applications to secure basic funding as well as supplemental funding;

Interacts, maintains, and coordinates Head Start Program activities and planning with various resources including Agency functional areas (HR, Fiscal, Planning, etc.), other Head Start service areas, service providers, government agencies (Federal, State, Local), and community entities (including the for-profit business sector) in order to better serve the needs of Head Start and Early Head Start families and promote the Early/Head Start Program;

Develops annual program goals with input from staff and ensures all program goals are obtained or adjustments are made to meet program goals;

Involves and assists parents through interaction concerning policy-making, program implementation, and advocacy programs for Head Start children and families, and assists Program staff and parents in problem solving;

Stays abreast of new trends and innovations in the field of child development in order to more effectively advise staff and related persons as well as incorporate new developments, as appropriate, into programs;

Develops and maintains community partnerships to enhance services to Early/Head Start families and promote the agency and its programs;

Performs other duties as may be assigned.

JOB REQUIREMENTS/SKILLS

Ability to:

Work effectively in a leadership capacity with large numbers (75+) of people and as part of a team in support of the Head Start philosophy of shared authority and decision-making under uncertain conditions;
Select, supervise, train, and evaluate staff in accordance with personnel policies and contemporary human resource practices;
Read, analyze, and interpret government guidelines, legal documents, financial reports, and assorted journals;
Respond to common inquiries or complaints from clients, committees, regulatory agencies, and members of the business or general community;
Write speeches, articles for publication, agenda items, and assorted business communications that conform to prescribed style and format;
Effectively present information to top management, public groups, governmental agencies, committees, councils, and/or boards of directors;
Calculate figures and amounts such as discounts, interest, commissions, proportions, and percentages;
Develop and manage a budget;
Define problems, collect data, establish facts, and draw valid conclusions;
Travel as required.

Knowledge of:

Human services program management;
Principles and practices of child development and early childhood education;
Crisis management and risk assessment;
Community-based planning;
Head Start Performance Standards and philosophy (may be learned on job);
Pertinent Federal, State, and local laws, guidelines, and regulations;
Program planning, operations, and evaluation;
Information system applications and Microsoft Office programs such as Outlook, Word, and Excel.

EDUCATION AND EXPERIENCE

Required:
Bachelor’s degree from an accredited college or University with a major in Business Administration, Education, Public Administration, Psychology, or related field and four years of related experience and/or training, or equivalent combination of education and experience. Experience and/or education in Early Childhood Education is preferred. Must obtain Early Childhood education meeting Head Start performance standards within the first year of employment.

Preferred:

Master’s degree from an accredited college or University with a major in Business Administration, Education, Public Administration, Psychology or related field, or four to ten years of related and progressive experience and/or training in a Non-Profit, Public Sector or Community Action Agency.

PHYSICAL DEMANDS

Requires the ability to exert some physical effort, such as walking, standing and light lifting; minimal dexterity in the use of fingers, limbs and body in the operation of office equipment.

Requires the ability to maintain effective audio-visual discrimination and perception required for communicating with others.

May require extended periods of time at a computer.

CERTIFICATES, LICENSES, REGISTRATIONS

Sheriff’s Card, TB Test Results, CPR & First Aid, Infectious Disease, Valid Nevada Driver’s License, and DMV Printout.

WORK ENVIRONMENT

Normal office environment. Travel to sites on regular basis.
