Preservation Alliance of Baltimore County / Baltimore County Historical Trust REQUESTS PROPOSALS FOR AN HISTORIC PROPERTIES REDEVELOPMENT PROGRAM FEASIBILITY STUDY Preservation Alliance released its Request for Proposals for an Historic Preservation Redevelopment Program Feasibility Study. All proposals are due Wednesday, April 30, 2025 with the award date scheduled for Monday, May 5, 2025. Thank you the 1772 Foundation for providing funding for this project. Organizational Overview Formed in 1981, the Preservation Alliance of Baltimore County (Preservation Alliance) is Baltimore County’s only countywide nonprofit organization dedicated to the preservation of our County’s historic built heritage. Preservation Alliance’s formal mission is, “Preservation Alliance of Baltimore County is a non-profit organization dedicated to preserving & protecting Baltimore County’s unique & diverse heritage of historic buildings, landscapes, cemeteries, viewsheds, & communities.” The website is www.PreservationABC.org. information on some of our recent activities can be found on www.PreservationABC.org/news Submission Deadline 5:00 p.m. EST on Wednesday, April 30, 2025 Responses may be submitted electronically via email to [email protected] Scope of Work Goals A) A completed feasibility study answering the following questions (at a minimum): Can an historic preservation Redevelopment program be initiated and exist in Baltimore County by Preservation Alliance? An historic preservation Redevelopment program is a common preservation endeavor, which can involve programs like: Buy, Rehab, & Sell Leasing & Renting owned Properties Distressed Historic Housing Repair programs Easements Community Land Trusts Revolving Loan Funds Scope of Work Assess Preservation Alliance’s capacity for administering a historic preservation Redevelopment program. Identify Preservation Alliance’s greatest strengths and weaknesses for housing and administering such a program. Research to identify what issues may prevent the success of such a program, if housed by Preservation Alliance. B) Assess Preservation Alliance’s capacity for undertaking the acquisition, restoration, and leasing or selling of a significant Baltimore County historic property. The building consists of approximately 5,500.square feet. Identify Preservation Alliance’s greatest strengths and weaknesses for housing and administering such a project.
