Position: MEAL Consultant, ACT Project
Location: Daerah Khusus Ibukota Jakarta

Purpose of the Position
This evaluation follows six years of implementation in the Philippines, Bangladesh, Indonesia, and Nepal. A first report was delivered at the end of ACT phase 1 in 2023. The consulting team will conduct a summative and formative evaluation to assess how ACT programming contributed to strengthening DRR capacities, local DRR systems, and early signs of sustainability over the years and to provide insights and recommendations for the next phase.

Responsibilities
- Develop and lead a robust evaluation methodology, including defining sustainability and local leadership in each context.
- Conduct inception reviews of available documentation and consult communities, local NGOs, and authorities to validate sustainability domains.
- Perform culturally appropriate on‑site data collection in Bangladesh, Nepal, Indonesia, and the Philippines, applying mixed methods and participatory approaches.
- Analyse and interpret findings with stakeholders, producing insights that are context‑specific.
- Write a comprehensive evaluation report, including annexes of country‑specific reports and visual stories, and develop dissemination plans for various audiences.

- Adopt decolonial and feminist principles throughout data collection, analysis, and reporting.
- Maintain timely communication with the Evaluation Advisory Committee and the Senior Humanitarian MEAL Advisor.
Qualifications
- Education: Minimum of 7 years of monitoring and evaluation experience managing multi‑country projects in DRR, humanitarian, and related fields.

- Demonstrated application of gender‑sensitive, safeguarding, and feminist standards in evaluation.
- Strong verbal and written communication skills for reports, presentations, and stakeholder engagement.
- Ability to lead and support a diverse team of local evaluators, including remote collaboration.
- Proficiency in visual and multimedia presentation of findings.
- Facilitation skills for online and face‑to‑face contexts.
- Preferred Qualifications: Experience in conflict or crisis‑affected settings and familiarity with local DRR governance structures.
