P

osition Summary

T

he Community Workforce Development Liaison will provide guidance and support to leaders in human services organizations seeking to enhance their workforce development efforts.

T

his position combines a strategic lens with implementation experience to assist decision-makers in human services agencies identify their workforce needs, challenges, and solutions. They will also help client agencies to assess their employees’ professional skills, career interests, and goals while helping them to access relevant education, training, and career advancement opportunities.

R

esponsibilities include consulting with HR professionals to identify existing support and structures for career development. Work with agency HR professionals to conduct interviews, assessments, and surveys to evaluate workforce abilities, interests, and barriers to professional growth. The Liaison will help to develop and implement career ladders and action steps for staff. Additionally, they will provide information, best practices, and advice on topics such as labor market trends, networking, and referrals to career development resources within the behavioral health industry. When appropriate, the Liaison will assist workers in identifying relevant external educational programs and assist the agency in creating flexible work situations to support career progression. By formulating development programs and conducting skills assessments, the Liaison will stay abreast of industry trends and ensure regulatory compliance. Duties will encompass a wide range of activities designed to optimize workforce potential and drive organizational growth.

ssential Functions

E
stablish and maintain relationships with clients, community partners, and stakeholders across Massachusetts and Rhode Island.
C
onsult the client to develop criteria to evaluate the outcomes of workforce development programs.
C
ollaborate to assess partner agency’s organizational workforce needs and identify skills gaps as contracted by the client.
A
ssist the client in identifying skills gaps and potential among its workforce while helping create policies and processes for career ladder progression.
F
acilitate workshops and training sessions to support clients in the implementation of workforce strategies and career development programs.
C
ollaborate with WJC academic leaders to create access to professional training for agency employees and flexible work schedules/environments that can support success.
C
ollaborate with agency workers to prepare application materials for academic programs.
C
onsult the client to ensure compliance with legal and regulatory requirements related to employment and training.
C
onsult with the client on how to create and update employee development plans.
A
nalyze labor market trends to anticipate future workforce needs.

acilitate workshops and training sessions as contracted by the client.
C
ompile and present reports on workforce development initiatives to WJC senior leadership.

erform related duties as required.
E

ducation and Experience

B
achelor’s degree in Human Resources, Education, Counseling, Organizational Psychology, Social Work, or a related field; OR equivalent combination of education and experience. MA preferred.
3
-5 years of experience in organizational development, learning and development, workforce development, or a similar role.
S
killed in building relationships at all organizational levels across academic, non-profit, and community settings.
K
nowledge of human resources practices and community mental health (counseling).
E
xperience in building career ladders and reviewing.
F
amiliarity with workforce analytics tools and development theories.
S
trong presentation, communication, and interpersonal skills.
E
xperience in career development, coaching, and collaboration with a variety of teams.
P
roficient in HR and workforce planning software and adaptable to client needs.
S
trong analytical skills to assess workforce capabilities and gaps.
P
roven ability to build relationships at all organizational levels, including HR professionals, department heads, and senior leadership.
P
roject management skills with a strong organizational ability to handle multiple initiatives.
C
ollaboration skills to work effectively with various stakeholders and partners, both internal and external to the organization.
