DEQ has an open opportunity for a Community Recycling Specialist.

This position will serve as a Community Recycling Specialist to provide technical, policy, and planning assistance to counties, municipalities, state agencies, universities, community colleges, and other recycling and material generators throughout North Carolina. This position is an exciting opportunity to join a dynamic team in making a statewide impact on growing and improving recycling programs and actively help the state increase recycling and waste diversion strategies in all 100 counties of North Carolina.

A part of the Recycling and Materials Management Section (RMMS) within the Division of Environmental Assistance and Customer Service, this position will help RMMS expand and improve recycling infrastructure and programs statewide while engaging local governments to assist in localized waste diversion programs. These initiatives are accomplished through technical assistance, grant programs, data collection and reporting, statewide educational and outreach campaigns, and promoting key strategies to achieve progress in local recycling and waste diversion efforts and grow North Carolina’s circular economy.

Key Responsibilities

Provide direct, one-on-one technical assistance to municipal and county curbside and drop-off recycling programs to help with collection program efficiencies and best practices.

Support statewide education and outreach efforts and advance best practices in recycling communications.

Manage grants awarded to local governments, participate in grant award decision-making and oversee grant projects and contracts.

Gather data from recycling programs, research policies and strategies, compile and promote best management practices, and investigate other related topics.

Collaborate with local governments in improving public waste reduction and recycling processing and public outreach efforts.

Conduct site visits, participate in meetings, assist in planning and facilitating training events, and assist in creating and distributing information on best practices for collection and diversion programs.

Demonstrated experience with solid waste, recycling, waste diversion, materials management, and/or environmental programs.

Demonstrated experience communicating information through reports, presentations, and outreach.

Minimum Education

And Experience Requirements

Bachelor’s degree from an appropriately accredited institution and two (2) years of experience related to the area of assignment; or an equivalent combination of training and experience.
