About the Position
OAAA is charged with studying and identifying issues of concern to New Mexico’s Black/African American population and helping develop solutions that can produce meaningful and sustained results.
Community outreach is essential to that mission.
The Community Outreach Coordinator will work directly with communities, organizations, public agencies, local leaders and other partners to understand needs, identify opportunities and help design and deliver culturally relevant programs and initiatives.
This is not simply an event or public-relations position. It combines community engagement, program development, partnership building, data and evaluation, and statewide representation.
The Coordinator must be able to build trusted relationships while also translating what OAAA learns from communities into programs, partnerships and strategies that can produce measurable results.
The work spans both urban and rural New Mexico and requires someone comfortable moving between community settings, government agencies, nonprofit and institutional partners, public events, workshops and internal program planning.
What You’ll Do
The Community Outreach Coordinator will:
- Plan, design and implement culturally relevant community-development programs aligned with OAAA’s mission and strategic goals.
- Organize workshops, events, community forums and other outreach activities that create opportunities for information sharing, resource connection, collaboration and community participation.
- Develop and maintain relationships with Black/African American communities throughout New Mexico, including communities and populations that may not traditionally have strong connections to state government or available programs and resources.
- Build partnerships with community organizations, nonprofits, businesses, educational institutions, local governments, state agencies and other stakeholders whose work intersects with the needs of New Mexico’s Black/African American population.
- Develop strategies for engagement with state and local government, helping strengthen the connection between community priorities and the institutions positioned to respond to them.
- Represent OAAA at community events and meetings across New Mexico, serving as a visible and knowledgeable representative of the agency and its mission.
- Collect, organize and analyze information and data to better understand community needs, guide program development and document outcomes.
- Monitor and evaluate programs and outreach efforts, identify what is working, and recommend adjustments that can improve effectiveness and impact.
- Help connect communities with resources and opportunities available through OAAA, other state agencies and community partners.
- Collaborate across OAAA’s program areas, including Health, Education, Economic Development, Community Engagement, and Policy & Advocacy, so that community needs are not addressed in isolation.
The position requires statewide travel and occasional non-traditional work hours associated with community programming, meetings and events.
Who We Serve
OAAA serves New Mexico’s Black/African American population statewide, with particular attention to communities and individuals who have historically been marginalized, underserved or underrepresented.
New Mexico’s Black communities are not concentrated in a single city or region. Effective outreach requires the ability to develop relationships across different communities and understand that needs, resources and barriers may look very different in Albuquerque than they do in smaller, rural or geographically isolated communities.
The person in this position should be prepared to listen first, build trust, identify needs and opportunities, and help turn community engagement into action.
Who We’re Looking For
The strongest candidate will bring a combination of community experience, program-management ability, cultural understanding, communication skills and relationship building.
We are particularly interested in candidates with experience in:
- Community outreach, community development and/or program coordination, particularly with underserved or underrepresented populations
- Understanding community issues, systemic barriers and the challenges affecting Black/African American communities
- Planning and managing programs from concept through implementation
- Organizing workshops, meetings, forums and community events
- Establishing collaborative relationships and sustaining partnerships over time
- Working with government agencies, nonprofit organizations, community institutions or other public-serving organizations
- Gathering and analyzing information or data and using it to inform decisions
- Evaluating programs and documenting outcomes
- Communicating effectively with community members, organizational leaders, public officials and professional partners
- Strong verbal and written communication
The Personal Qualities That Matter
Successful community outreach requires more than technical qualifications.
We are looking for someone who demonstrates sensitivity to and understanding of the needs, experiences and cultural nuances of Black/African American communities and who recognizes that meaningful community engagement depends on credibility, listening and trust.
The successful candidate should be able to:
- Build relationships with people from a wide range of backgrounds and experiences
- Listen carefully and communicate respectfully
- Inspire and engage community members, partners and stakeholders
- Work collaboratively while also taking responsibility for individual projects and assignments
- Move comfortably between community-based work and the requirements of a state government agency
- Adapt to different circumstances and community needs
- Work effectively across both urban and rural settings
- Translate ideas and community concerns into practical programs, partnerships and next steps
- Balance relationship-building with accountability, follow-through and measurable results
Minimum Qualifications
An Associate’s Degree in Social Work, Psychology, Guidance and Counseling, Education, Sociology, Criminal Justice, Criminology, Family Studies/Services, Social Sciences, Human Services, or a related qualifying field, plus one year of relevant experience.
A combination of education from an accredited college or university and/or direct relevant experience totaling three years may substitute for the required education and experience.

A valid driver’s license is required. The successful candidate must also possess or obtain the required State of New Mexico Defensive Driving Course Certification within six months of hire.
