Position Overview

Strategies to End Homelessness (STEH) is a nationally recognized leader in the coordinated effort to prevent and end homelessness in Greater Cincinnati. Since 2007, STEH has led the Cincinnati/Hamilton County Continuum of Care (OH-500), bringing together nonprofit organizations, local governments, housing providers, healthcare systems, and community partners to create an effective, data-driven homeless response system.

STEH serves as the community’s Continuum of Care Lead Agency, Unified Funding Agency (UFA), Homeless Management Information System (HMIS) Lead Agency, and Coordinated Entry Lead Administrator. In partnership with more than 30 nonprofit organizations, STEH coordinates a comprehensive system that includes street outreach, emergency shelter, homelessness prevention, coordinated entry, permanent housing, and HMIS.

STEH is seeking an experienced, collaborative, and strategic Continuum of Care (CoC) Director to lead the Cincinnati/Hamilton County Continuum of Care. The CoC Director provides leadership for community planning, HUD Continuum of Care funding, governance, strategic initiatives, system performance, and service provider training series to strengthen the region’s homeless response system.


Core Job Functions


Continuum of Care Leadership

  • Provide strategic leadership support for the Cincinnati/Hamilton County Continuum of Care (OH-500).
  • Facilitate the implementation of the CoC Strategic Plan and support continuous improvement of the local homeless response system.
  • Foster collaboration among nonprofit providers, local governments, housing authorities, healthcare systems, behavioral health organizations, and other community stakeholders.
  • Represent the Continuum of Care at local, state, and national meetings.
  • Identify system gaps and opportunities to improve the community’s response to homelessness.

Governance and Community Planning

  • Serve as the primary staff liaison to the Homeless Clearinghouse (CoC Board).
  • Coordinate board and committee meetings, agendas, materials, and follow-up.
  • Support committees involved in governance, strategic planning, local competition, and system improvement.
  • Draft and maintain CoC policies, governance documents, written standards, and operating procedures.
  • Support implementation of board priorities and strategic initiatives.

HUD Compliance and Funding

  • Maintain expertise in HUD Continuum of Care, Emergency Solutions Grant (ESG), and other federal homelessness programs.
  • Lead the annual Continuum of Care Program Competition, including partial development of the Consolidated Application.
  • Coordinate the local project competition and project prioritization process.
  • Monitor federal regulations, policy updates, and legislative changes and communicate their impact to community partners.

Data, Performance, and System Planning

  • Oversee planning and coordination of the annual Point-in-Time (PIT) Count and Housing Inventory Count (HIC).
  • Monitor HUD System Performance Measures and other community performance indicators.
  • Collaborate with HMIS staff to support community planning.

Community Initiatives and Capacity Building

  • Lead or support community workgroups, initiatives, and pilot projects.
  • Develop training, guidance documents, and technical assistance for community partners.
  • Research emerging best practices and facilitate implementation of new strategies.
  • Collaborate with STEH departments to support communications, grant development, and system improvement initiatives.
  • Oversee development and maintenance of CoC documents, templates, website resources, and partner communications.

Knowledge, Skills, & Experience

  • Bachelor’s degree required; master’s degree in public administration, Social Work, Public Policy, Human Services, or a related field preferred.
  • Five or more years of progressively responsible leadership experience in homelessness, housing, human services, public policy, or a related field.
  • Experience working with HUD Continuum of Care or other federally funded programs strongly preferred.
  • Demonstrated ability to lead collaborative initiatives involving multiple organizations and stakeholders.
  • Strong project management, organizational, analytical, and problem-solving skills.
  • Excellent written and verbal communication skills, including experience preparing reports, policies, and presentations.
  • Ability to interpret federal regulations and translate them into practical policies and procedures.
  • Experience analyzing data to support strategic planning and performance improvement.
  • Proficiency with Microsoft Office Suite, including Outlook, Word, Excel, and PowerPoint.

Travel Requirements

  • Requires local travel to meetings, community events, and partner organizations. Valid driver’s license and reliable transportation required.
