Job Overview

We are seeking a dynamic and strategic Chief of Operations to lead and optimize our Emergency Medical Services organization’s core functions. This executive role is pivotal in driving operational excellence, fostering business development, and managing large-scale organizational change. Duties

  • Oversee daily operational activities to ensure efficient and effective EMS service delivery.

Human Resources

  • Lead recruitment, onboarding, orientation, and employee retention initiatives.
  • Administer employee benefits, leave management, personnel records, and HR compliance.
  • Manage employee relations, performance evaluations, coaching, disciplinary actions, and investigations.
  • Ensure compliance with employment laws, organizational policies, and workplace safety requirements.
  • Develop and maintain employee handbooks, policies, and training programs.
  • Support leadership development and employee engagement initiatives.

Finance and Administration

  • Assist with annual budgeting, financial planning, and budget monitoring.
  • Review accounts payable, accounts receivable, payroll processing, and financial reporting.
  • Monitor expenditures and recommend cost-saving measures while maintaining service quality.
  • Support grant administration, contract compliance, audits, and financial documentation.
  • Work closely with accounting staff, auditors, and external financial partners.
  • Maintain internal controls and administrative processes to support organizational accountability.

Leadership and Organizational Support

  • Serve as a member of the executive leadership team.
  • Prepare reports and operational updates for the Executive Director and Board of Directors.
  • Foster collaboration, communication, and accountability across all departments.
  • Represent the organization professionally with community partners, government agencies, and stakeholders.
  • Support organizational culture aligned with the nonprofit’s mission, vision, and values.
  • Perform other duties as assigned.
  • Develop, implement, and evaluate operational policies, procedures, and performance standards.
  • Monitor organizational performance and identify opportunities for continuous improvement.
  • Coordinate with clinical leadership, field supervisors, and administrative staff to maintain high operational standards.
  • Ensure compliance with applicable federal, state, local, and EMS regulatory requirements.
  • Support emergency preparedness, risk management, and quality improvement initiatives.
  • Participate in strategic planning and organizational development.

Requirements:

Required

  • 2 or more years of progressively responsible management experience.
  • Experience in operations management, human resources, and financial administration.
  • Knowledge of nonprofit organizations and budget management.
  • Excellent leadership, communication, organizational, and problem-solving skills.
  • Proficiency with Microsoft Office and common business software.
  • Experience in emergency medical services, healthcare, public safety, or emergency response.

Preferred

  • Bachelor’s degree in Business Administration, Healthcare Administration, Public Administration, Human Resources, or a related field (or equivalent combination of education and experience).
  • Strong understanding of employment law, HR best practices, and organizational compliance.
  • SHRM-CP, SHRM-SCP, PHR, or similar HR certification.
  • Experience with nonprofit accounting, grants management, or QuickBooks.
  • Knowledge of EMS accreditation, state EMS regulations, and healthcare compliance requirements.
