About The Role

The Chief Human Resources Officer (CHRO) is a key member of the Executive Leadership Team and is responsible for the strategic leadership and management of all human resources functions within the agency. This role ensures the organization attracts, develops, engages, and retains a highly skilled and mission-driven workforce while maintaining compliance with all federal, state, and accreditation requirements. The CHRO fosters a culture of trauma-informed, inclusive, and values-driven care that supports both staff and client well-being.

Responsibilities

Strategic Leadership

  • Serve as a trusted advisor to the CEO and executive team on organizational culture, workforce development, and HR strategy.
  • Develop and implement a comprehensive HR strategy aligned with the CCBHC’s mission, goals, and compliance requirements.
  • Lead workforce planning initiatives, addressing recruitment, retention, and succession planning needs across clinical and administrative roles.

Talent Acquisition & Retention

  • Oversee recruitment and onboarding processes to ensure timely hiring of qualified professionals.
  • Partner with program leaders to address workforce shortages, particularly in specialized behavioral health positions.
  • Design and maintain strategies to improve staff retention and reduce turnover.

Employee Development & Engagement

  • Implement leadership development, training, and performance management systems that align with trauma-informed and Sanctuary/CCBHC principles.
  • Develop pathways for professional growth, licensure supervision, and continuing education.
  • Promote diversity, equity, inclusion, and belonging throughout the organization.

Compensation & Benefits

  • Oversee competitive compensation structures and benefits programs that attract and retain top talent.
  • Conduct salary benchmarking and recommend adjustments to remain aligned with local and statewide behavioral health markets.
  • Ensure compliance with federal and state wage and hour laws, as well as nonprofit best practices.

Compliance & Risk Management

  • Ensure compliance with all federal, state, and local labor/employment laws, including FMLA, ADA, EEO, OSHA, and other relevant regulations.
  • Oversee HR compliance for accreditation (CARF, Joint Commission, Sanctuary, ODMHSAS, etc.) and audits.
  • Manage employee relations, investigations, and corrective actions with fairness, consistency, and legal compliance.

Organizational Culture & Change Management

  • Champion a trauma-informed and employee-centered workplace culture.
  • Partner with clinical leadership to integrate HR practices with the CCBHC model of care.
  • Lead organizational change initiatives that strengthen resilience, adaptability, and collaboration.

Candidate Requirements

  • Bachelor’s degree in relevant discipline or equivalent experience is preferred.
  • SPHR, SHRM-SCP, or equivalent certification preferred.
  • Minimum of 8–10 years of progressive HR leadership experience, with at least 5 years in a senior leadership role.
  • Experience in healthcare, behavioral health, nonprofit, or CCBHC setting strongly preferred.
  • Deep knowledge of HR best practices, employment law, and workforce development strategies.
  • Proven success in leading HR in a complex, multi-site organization.
  • Demonstrated ability to align HR strategy with clinical and organizational goals.
  • Strong interpersonal, communication, and conflict-resolution skills.
  • Commitment to trauma-informed care principles and fostering a culture of equity and inclusion.
  • Typical office environment with occasional travel to clinic sites.
  • Ability to work flexible hours as needed for organizational priorities.
