Who We Are
Help – Hilfe zur Selbsthilfe is a humanitarian, non-governmental, nonprofit organization founded in 1981, working in around 20 countries, including Ukraine. Our mission is to support people in crises with sustainable and locally led solutions. Funded by the German Federal Foreign Office (GFFO), the Help Localisation Facility (HLF) is a global initiative piloted in Ukraine. HLF empowers local civil society organisations (CSOs) by providing funding and capacity support through a participatory, low-bureaucracy funding model.
Project Goals and Objectives
The HLF aims to strengthen the role of local CSOs in humanitarian response by addressing systemic challenges in localisation. The program achieves this through (1) co-developing a participatory global funding instrument and (2) directly supporting local actors via grants and capacity building. The consultancy’s core objective is to develop an operational handbook for the HLF funding process that is globally adaptable and locally usable.
Scope of Work
The selected consultant/team will develop a comprehensive and user-friendly operational handbook covering all phases of the HLF funding process.
Key responsibilities include:
Developing process-specific manuals and templates
Integrating cross-cutting themes (e.g., donor compliance, MEAL, safeguarding)
Creating visual elements (e.g., workflows, infographics)
Collaborating with stakeholders (Help’s HLF team, local partners, committees)
Conducting practical testing and incorporating feedback
The work will be conducted remotely and is expected to run from June 2025 to January 2026.
Methodology and Deliverables
Deliverables include:
A structured HLF Handbook (30–40 pages + templates)
A PowerPoint presentation for onboarding new partners
Progress and final consultancy reports
A revision cycle based on stakeholder feedback
One training session for key users
Candidate Profile
We are looking for either an individual expert or a consulting team/company with:
At least 5 years of experience in humanitarian or development contexts, particularly with localisation or partnerships
Proven experience creating operational handbooks/toolkits (samples required)
Strong ability to simplify complex processes into user-friendly formats
Experience in participatory processes and stakeholder engagement
Excellent English writing skills (C1/C2); German is an asset
Ability to work independently and collaboratively in remote settings
