Compensation & Schedule

Wage: $59,840 annually + DOE + DOQ

Schedule: Monday – Friday with monthly on‑call status

Position Summary

This position is responsible for assisting in the oversight of the site’s day‑to‑day operations. The Assistant Manager focuses on one or more of the following areas: supporting shelter staff through daily operations, case management and peer support, ensuring tasks are completed and all reporting is up to date.

Qualifications

  • High school diploma or GED strongly preferred but not required.
  • Two (2) or more years of social services experience, or equivalent combination of education and experience; preferred but not required.
  • Three (3) or more years of supervisory experience preferred.
  • Committed to trauma‑informed care and harm reduction approaches.
  • Experience mediating between persons exhibiting escalated behavior.
  • Strong organizational skills and ability to manage multiple participant needs effectively.

Essential

Job Duties Site & Staff Support

  • Develop relationships with shelter staff and participants.
  • Communicate and work closely with the Shelter Manager and ensure participant transition and action plans are implemented in a timely manner.
  • Provide calm, decisive leadership to staff while on shift.
  • Help facilitate coverage when on shift as needed.
  • Communicate participant or safety concerns proactively with the Shelter Manager.
  • Communicate updates to the Shelter Manager.
  • Serve as first point of contact for community partners and service providers coming on site.
  • Carries out shelter protocols and emergency procedures in the event of an incident.
  • Ensure that passes downs are reviewed daily to support staff in addressing participant concerns.
  • Post relevant updates to Homebase and the pass down log.
  • Use trauma‑informed care principles when interacting with staff and participants.
  • Go over participant grievance forms and follow up with the Shelter Manager as needed.
  • Meet with case managers weekly to review care plans and participant progress; help case managers implement and build care plans by identifying action steps and resources.
  • Establish and implement training for staff in both individual and group settings.
  • Assist in the onboarding process of staff, including sending out required training, tracking completed onboarding steps, and following up with staff to complete any missing tasks related to onboarding.
  • Ensure staff have all the tools to help them meet job expectations and requirements.
  • Train, coach, and develop staff; address concerns with staff and provide support as needed.
  • Attend and engage with regular monthly Safety Team meetings and report to the Safety Training & Compliance Manager.

On Site & Outreach Case Management Processes

  • Collaborate with Salem Housing Authority, ARCHES, and other service providers to strengthen partnerships between providers and case managers.
  • Support the Navigation team in identifying referral needs including: HSN, FCO, outreach, YHDP outreach, drug and alcohol treatment, domestic violence services, and housing services.
  • Support case managers in obtaining birth certificates, , free phone, transportation vouchers, Oregon Health Plan, and other resources as needed.
  • Answer questions from participants and clarify site expectations and standards.
  • Conduct intakes for incoming participants.
