Organizational Overview

The Women’s Safe House (TWSH) is the oldest and largest provider of emergency shelter services for women and children experiencing domestic violence in the St. Louis region. We also serve survivors of sexual assault, stalking, and human trafficking.

TWSH is a 24-hour confidential facility committed to providing trauma-informed, survivor-centered, and empowerment-based services that promote safety, dignity, and healing.

Position Summary

The Women’s Advocate Supervisor & Operations Manager provides direct supervision and oversight within TWSH’s 24-hour residential shelter. This position supervises Women’s Advocates, supports consistent crisis intervention and participant services, coordinates staff coverage, monitors service documentation, and supports the safe and effective functioning of the residential shelter.

The position also coordinates facility needs, supplies, equipment, vendors, access systems, in-kind donations, work orders, and assigned organizational projects. This position provides direct crisis intervention and residential support when coverage or participant needs require it and works closely with the Chief Residential Services Officer to address shelter, staffing, and facility needs.

This role requires strong supervision, sound judgment, organization, accountability, emotional intelligence, and the ability to respond effectively to shelter needs, staffing concerns, and crisis situations.

Essential Responsibilities

Staff Supervision & Leadership

  • Provide direct supervision, coaching, and performance management to Women’s Advocates.
  • Conduct regular supervision meetings and complete required supervisory documentation.
  • Establish clear performance expectations and provide timely coaching, feedback, and accountability.
  • Assist with recruitment, onboarding, training, scheduling, and performance evaluations of Women’s Advocates.
  • Promote teamwork, professionalism, effective communication, and trauma-informed service delivery.
  • Collaborate with the Chief Residential Services Officer and Human Resources regarding employee relations, corrective action, and staffing needs.

Staffing Coverage & On-Call Support

  • Develop and maintain staff schedules to ensure adequate residential shelter and Crisis Intervention Hotline coverage.
  • Coordinate staffing coverage for vacancies, call-offs, and emergency staffing needs.
  • Serve in an on-call capacity as assigned and remain available to provide after-hours guidance and support.
  • Respond onsite when necessary to address urgent shelter, staffing, participant, or safety needs.
  • Provide direct residential or hotline coverage when necessary to maintain adequate staffing and continuity of services.
  • Escalate significant participant, staffing, safety, facility, or emergency concerns to the Chief Residential Services Officer.

Crisis Intervention & Direct Services

  • Oversee the consistent delivery of trauma-informed, survivor-centered advocacy and crisis intervention services.
  • Provide direct crisis intervention, safety planning, shelter screening, advocacy, and participant support when needed.
  • Support staff during complex participant situations and critical incidents.
  • Monitor shelter intake, orientation, hotline services, and participant support for consistency with organizational standards.
  • Ensure participant confidentiality and compliance with organizational policies and applicable laws.
  • Recommend improvements to residential services and operational processes.

Shelter & Facility Coordination

  • Coordinate day-to-day shelter and facility needs to support a safe, clean, organized, and welcoming residential environment.
  • Oversee facility maintenance requests, vendor access, assigned facility projects, inspections, and emergency preparedness activities.
  • Coordinate backup kitchen coverage and related shelter support when needed.
  • Monitor shelter safety, security, supplies, equipment, and facility readiness.
  • Communicate facility, safety, security, and maintenance concerns to the Chief Residential Services Officer and other appropriate personnel.

Supplies, Inventory & Equipment

  • Oversee inventory, ordering, distribution, and organization of shelter, office, and program supplies.
  • Coordinate the management of organizational equipment, building access, copier systems, telephones, and other operational resources.
  • Serve as the primary liaison with contracted technology and operational service providers.
  • Promote responsible stewardship of organizational resources and identify opportunities for operational efficiency.

Donations, Volunteers & Projects

  • Coordinate the receipt, documentation, organization, storage, and internal distribution of in-kind donations.
  • Respond to telephone calls and inquiries regarding potential in-kind donations.
  • Collaborate with the Development Department regarding donor acknowledgments and donation documentation.
  • Coordinate volunteers assigned to Residential Services and ensure projects are completed safely and effectively.
  • Assist with operational projects and special initiatives as assigned.

Collaboration & Organizational Leadership

  • Collaborate with leadership to support effective shelter operations, participant services, and organizational initiatives.
  • Participate in leadership meetings, committees, trainings, community partnerships, and organizational events.
  • Represent TWSH professionally with employees, participants, volunteers, vendors, and community partners.
  • Support continuous improvement efforts that strengthen Residential Services and organizational operations.

Additional Responsibilities

  • Maintain required certifications, training, and professional development.
  • Maintain confidentiality of participant, employee, donor, and organizational information.
  • Comply with all TWSH policies, procedures, and ethical standards.
  • Perform other duties as assigned to support the Residential Services Department and organizational mission.

Required Qualifications

  • High school diploma or equivalent.
  • At least four years of relevant experience in shelter maintenance, human services, nonprofit administration, crisis services, or a related setting.
  • Previous experience supervising, leading, or providing work direction to employees.
  • Experience coordinating multiple operational responsibilities, projects, or administrative systems.
  • Strong crisis communication, conflict-resolution, and problem-solving skills.
  • Ability to provide timely, direct, and professional employee feedback.
  • Strong organizational skills with the ability to manage competing priorities and follow through on assigned responsibilities.
  • Proficiency with Microsoft 365 and ability to learn electronic databases and reporting systems.
  • Ability to maintain strict participant, employee, donor, and organizational confidentiality.
  • Reliable transportation, a valid driver’s license, and automobile insurance.
  • Ability to participate in an assigned on-call rotation and respond to urgent matters outside regular working hours.
  • Commitment to TWSH’s mission and trauma-informed, survivor-centered, and empowerment-based services.

Preferred Qualifications

  • Associate degree or at least two years of college coursework in human services, nonprofit management, business administration, social work, organizational leadership, or a related field.
  • Four to six years of combined operational, supervisory, administrative, or direct-service experience.
  • Experience working in a residential shelter, domestic violence program, crisis-response program, or 24-hour service environment.
  • Knowledge of domestic violence, sexual assault, stalking, human trafficking, trauma, and survivor-centered advocacy.
  • Experience with Vela or similar client and donor databases.
  • Experience coordinating facilities, vendors, inventory, donations, access systems, or organizational equipment.

Required Certifications & Training

The following must be obtained and maintained within 90 days of hire:

  • CPI (Crisis Prevention Intervention)
  • CPR/First Aid Certification
  • Advocates’ Academy 2.0
  • Supervisory and leadership training assigned by TWSH
  • Any additional required TWSH or funder-mandated trainings

Work Schedule

This position is eligible for one of the following approved work schedule options, subject to operational needs and leadership approval:

  • Option A: Four (4) 10-hour workdays per week with one designated day off.
  • Option B: Five (5) 8-hour workdays per week with one designated work-from-home day per week.

Approved schedules are established in advance and remain consistent. Because TWSH operates a 24-hour residential shelter, this position participates in an assigned on-call rotation and must be available to provide after-hours guidance or respond onsite when necessary. Occasional evening, overnight, weekend, and holiday availability is required.
